J amaica is a member-state of the COMMONWEALTH OF NATIONS and is governed by PARLIAMENTARY DEMOCRACY . The official or constitutional Head of State is the GOVERNOR GENERAL , who is appointed by the monarch of Britain based on recommendation from the Prime Minister. The PRIME MINISTER of Jamaica is the leader of the elected majority party in the House of Representatives. There are, at present, three major political parties in Jamaica: the PEOPLE’S NATIONAL PARTY (PNP) , the JAMAICA LABOUR PARTY (JLP) , and the NATIONAL DEMOCRATIC MOVEMENT (NDM) There are also a number of independent candidates who have contested the general elections.

Jamaica is a constitutional monarchy and as a member of the British Commonwealth, the Queen of England, Elizabeth II is the titular head of the country. She is represented in Jamaica by a Governor General. The Jamaican Parliament consists of two Houses, the Senate, also called the Upper House, and the House of Representatives, also known as the Lower House. The members of the House of Representatives are elected under universal adult suffrage, with a maximum of five years between elections. There are 60 constituencies, each represented by one member of Parliament. Political Parties Jamaica Labour Party National Democratic Mvnt People National Party Special Reports The 1999 Gas Riots The Moses Report The Orane Report The Senate comprises twenty-one members appointed by the Governor General, thirteen on the advice of the Prime Minister and eight on the advice of the Leader of the Opposition. The Senate functions mainly as a review chamber and reviews legislation passed by the House of Representatives. The Cabinet is the principal instrument of government policy. It consists of the Prime Minister and minimum of thirteen other Ministers of Government, who must be members of one of the two Houses of Parliament. However, not more than four members of the Cabinet may be members of the Senate. The Minister of Finance must be an elected member of the House of Representatives.

History and Government
History: The island was inhabited by Arawak Indians prior to the arrival of Christopher Columbus in 1494. A few years later, it was formally colonised by the Spanish whose rule lasted until 1655. They were displaced by the British who turned Jamaica into the most important of the British Caribbean slaving colonies. Within 100 years, virtually the whole island had been divided up into large plantations owned by absentee landlords and worked by forced labour imported from West Africa. After the abolition of slavery in 1834, Jamaica became relatively prosperous under orthodox colonial rule until the early 20th century when a spate of natural disasters, compounded by the depression of the 1930s, sent the economy into decline.
Government: The head of state is the British monarch, represented by a Governor General who has nominal and rarely used powers. The 60-member House of Representatives, which is responsible for legislation, is elected every five years by universal suffrage. An upper house, the Senate, has 21 appointees to ratify legislation.

Funded by the Canadian International Development Agency (CIDA), this 3.5-year, CDN$ 2.5 million project aims to support the local government reform initiative of the Government of Jamaica (GoJ) by strengthening the administrative, planning and service delivery functions of two pilot parishes. A major effort is also be placed on enhancing the capacities of the pilot parishes to involve civil society, including the private sector, in local government affairs and decision-making. Controversy in Jamaica, as Government vows to reinstate Capital Execution
Amnesty International condemned through an advert published in Jamaica's main newspapers pressures to resume hangings in the Caribbean Island. As per the last reports from the English-speaking 2.6 million people nation, last year more than 1.000 people were murdered in a wave of violence arising out a growing drug trade.
"The anger and fear felt by the people of the Caribbean as they face the horrific violence perpetrated by criminals is understandable. However, the perpetuation of killing via the death penalty is not the answer; it only serves to continue the cycle of violence," Amnesty International said in the statement.
The London based human rights group urged Prime Minister P.J. Patterson to resist mounting pressure to reinstate Capital Execution. Patterson had announced he would call for a national referendum to determine whether or not to resume executions as a way to stop violence.
The widow and son of Martin Luther King Jr. and the Archbishop Desmond Tutu signed the letter. However, Jamaica's opposition supports Patterson's plans and is possible that the hypothetical referendum would back the initiative.
