    Trilateral Statistical Report 2000 PREFACE This joint annual Trilateral Statistical Report contains a compilation of statistics from the European Patent Office (EPO), the Japan Patent Office (JPO) and the United States Patent and Trademark Office (USPTO). It is also partially based on statistics from the World Intellectual Property Organization (WIPO) in Geneva. Besides promoting a better understanding of the importance of patent rights in the world, its purpose is to facilitate an understanding of the operations of each office and to increase general awareness about the patent grant procedures of the three offices. The report is a supplement to the separate annual reports of each of the three offices, and is one of the fruits of trilateral cooperation. To gain some insight on the patent statistics and trends contained in this report, a general overview of the world economy is presented. However, interpreting worldwide patenting activity behavior in terms of economic developments is difficult because the exact relationships with the economic factors that influence the number of patent applications are not known. Political and technological considerations should also be taken into account. Global economic output in 2000 grew by an estimated 4.8 percent as reported by the International Monetary Fund (IMF). The world economy was much stronger in 2000 as compared to 1999 when it grew by 3.5 percent. A large part of the growth in 2000 occurred in the early part of the year. The world economy has actually been slowing since that time and a slowdown is expected to continue into the first half of 2001. However, the outlook for 2001 remains positive, and the IMF is projecting a 3.2 percent growth rate as of May 2001.

J apan ha s the second largest economy in the world in terms of Gross Domestic Product (GDP), next to the United States. As of 1999, the GDP of Japan and the United States totaled 44.5% of the World GDP. Japan’s GDP per capita in 1999 was $34,500, one of the highest in the world. This economic scale was achieved largely due to high economic growth from 1955 to the late 1960s. For example, Japan’s average annual growth rate in the 1960s was 10.39%, more than twice as much as those of Western nations. Although Japan maintained a relatively high rate of growth until the late 1980s (the average annual growth rate in the 80s was 3.77%), the pace of economic growth slowed in the early 1990s, when the “bubble economy” collapsed. Japan’s free market economy is highly industrialized As of 2000, primary industries (agriculture, forestry, and fisheries) make up only 1.3% of total GDP.

Legal Notice ADB/ESCAP/OECD Inception Workshop on RETA 5938: Harmonizing and Strengthening Business Tendency Surveys (BTS) in selected developing member countries (DMCs) Bangkok, 21-24 November 2000 Last update: 19 December 2000 The Asian Development Bank (ADB), the Organisation for Economic Co-Operation and Development (OECD), and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), jointly organized an inception workshop as an initial activity of the ADB’s Regional Technical Assistance (RETA) covering developing countries in the region. The main objective of the RETA was to strengthen the capability of selected countries in harmonizing and improving their existing BTS and in analyzing their results. Specifically the RETA assisted countries to develop and conduct, on a pilot basis, improved and harmonized surveys and to use the BTS results for effective monitoring and analyzing short-term economic developments. In keeping with these objectives, the Workshop aimed to help these countries improve the design, execution and comparability of their surveys, extend the coverage to finance and insurance, trade, tourism and business services, and improve the capability to correctly analyze and interpret the survey results for short-term monitoring and forecasting. Furthermore, participants discussed and shared experiences on the progress of the harmonization of BTS as per the conclusions of the first workshop, problems and issues concerning the adaptation of standard BTS to the needs of countries in the Asia Pacific region.
