    TOKYO - The Japanese government yesterday took the unprecedented step of issuing a letter asking people living near nuclear power plants to understand the importance of using a controversial nuclear fuel.
    The message comes only days before a referendum is to be held in Kariwa, Niigata Prefecture, over the use of the fuel at a local nuclear reactor operated by Tokyo Electric Power Co Inc (TEPCO), Japan's largest power utility. The vote, which is not legally binding, will be held on Sunday.

    TOKYO - Japan's government last week pledged to buy eco-friendly fuel cell vehicles from next year in an effort to promote the fledgling technology.
    "We decided at today's cabinet meeting that the government would start buying fuel cell vehicles from next year if car companies are able to market them," Prime Minister Junichiro Koizumi told a news conference to mark his first year in power. Fuel cell vehicles, which use hydrogen to create electricity and emit only water, may one day replace the internal combustion engine and major automakers are racing to put the first vehicles on the market by 2003 and 2004.

    Even if the LDP wins at the polls, Mori's moves have clobbered its clout
    You have to wonder whether Japanese Prime Minister Yoshiro Mori is trying to do himself in. After the previous Premier, Keizo Obuchi, died in May, Mori was expected to benefit from a sympathy vote in a critical general election set for the Lower House of Japan's Diet on June 25. The scenario: Mori's Liberal Democratic Party would sweep the election, reappoint Mori as Premier, and tighten its hold on Japan's entire political system.
    But Mori has quickly squandered that advantage with an almost comical series of gaffes. Soon after LDP kingpins chose the former rugby player in a secret meeting when Obuchi was hospitalized in April, Mori dredged up the worst images of the country's militarist past by calling Japan a divine nation. Local media then reported that Mori spoke at a wedding attended by the boss of a major crime syndicate. In just two months, Mori has managed to irritate LDP elders, transform the bumbling Democratic Party of Japan into a credible threat, and push his approval ratings in a leading opinion poll down from 36% to under 17%.

    Fifteen UC Students Awarded Scholarships by the Government of Japan
    The University of California Education Abroad Program (EAP) is pleased to announce that scholarships have been awarded by the Japanese government to 15 UC students who will spend the academic year 1999-2000 in Japan. Funding comes from the Association of International Education, Japan (AIEJ), and includes round-trip airfare and a generous monthly stipend. The AIEJ scholarship program promotes international academic exchange between Japan and other countries. AIEJ is affiliated with the Japanese Ministry of Education, Science, Sports and Culture. "The Japanese government has gone to extraordinary lengths to make it financially possible for students from the U.S. and other countries to study in Japan," according to Dr. Peter Wollitzer, EAP Regional Director for Asia. "UC students have benefited enormously from the generosity of the Japanese people. Our hope is that solid academic achievement as well as better understanding between Japan and the U.S. will result from this exceptional scholarship program." The 15 students, representing several UC campuses, will be placed at EAP's numerous partner universities in Japan.     Japan government package fails to win support
    By Joe Lopez 13 March 2001 Use this version to print Send this link by email International markets and major financial interests have given the thumbs down to the Japanese government's latest economic package, declaring that it has done nothing to address the critical issue of corporate and financial restructuring. But as far as the major financial interests were concerned Miyazawa's pre-package rhetoric was not matched by the actual measures announced. While there was no further increase in government spending, the plan did not advance proposals to deal with the billions of dollars of bad debts held by the banks. The general international reaction was summed up in a March 10 Australian Financial Review The absence of any proposals for government spending amounted to an admission that the 11 stimulus packages, totaling 128 trillion yen (just over $1 trillion) in the past decade, have failed to lift the economy out of stagnation and at best have just kept it afloat. But the absence of economic growth means they cannot be continued.

    The Washington Post TOKYO Battling a stubborn recession, Japan unveiled yet another package intended to boost the economy Thursday and once again, its critics, including U.S. officials, complained that Tokyo is doing too little. Prime Minister Morihiro Hosokawa's government proposed an "emergency economic package" of public works, housing loans and other measures that it valued at about $60 billion, plus steps to ease government regulation in 94 areas. Japan's economic health is of considerable interest to Washington, which has been pressing Tokyo to adopt growth-oriented policies so that Japan will absorb more imports, giving a lift to the economies of the United States and other nations. In Washington, Clinton administration officials said the package was not enough. White House press secretary Dee Dee Myers called the package "a good first step... We hope to see more." Analysts here in Tokyo questioned whether this package would do much more good than the previous ones, noting that the likely stimulative effect is considerably less than the $60 billion figure would suggest. "It's support for the economy, but not stimulus," said Robert Feldman, chief economist in Salomon Brothers Inc.'s Tokyo office.
