    Government Unveils Economic Proposals
    The government February 27 unveiled a package of economic proposals intended to help combat stubborn deflation and address the heavy burden of bad loans held by Japan's banks. The plan urged the Bank of Japan, the central bank, to ease monetary policy, and called for closer auditing of banks' nonperforming loans. The plan also urged the Resolution and Collection Corp., an agency established to buy bad loans from banks, to accelerate those purchases. [See 2002 U.S. President Bush Visits Japan, South Korea, China; Addresses Concerns Over North Korea As an effort to buoy stagnant Japanese stock prices, the package also proposed restrictions on "short-selling" stocks, or borrowing them to sell with the hope of buying them back at a lower price. Most analysts characterized the package as a restatement of long-standing government policies. Bank of Japan officials, amid leaked reports of the plan's contents, February 26 had said that deflation was not a matter of monetary policy. That sentiment was echoed by critics who said that deflation could be fought only by measures that would stimulate economic demand, such as tax cuts or increased government spending.

    Government and Politics
    Hirohito was emperor from 1926 until his death in 1989; he was succeeded by his son, Akihito Japan's national diet has sole legislative power. The diet is composed of the house of representatives, a body of 500 members elected for terms of four years, with 300 representatives chosen by single-seat constituencies and the rest proportionally; and the house of councilors, having 252 members elected for terms of six years. Executive power is vested in an 18-member cabinet appointed and headed by the prime minister, who is elected by the diet and is usually the leader of the majority party in that body. A supreme court heads an independent judiciary. Most political parties in Japan are small and do not have broad, mass memberships; their members are mainly professional politicians. Japan currently has more than 10,000 parties, most of them local and regional. The

    "The use of nuclear power has many benefits...but at the same time there are potential dangers implicit in its use that call for an unflagging effort to maintain safety," it said in a white paper on nuclear safety.
    Japan has 51 reactors and uses nuclear power to meet one-third of its energy needs.
    The annual report by the government's Nuclear Safety Commission cited widespread criticism of the industry after Japan's worst nuclear accident at a uranium reprocessing plant in 1999.
    The accident at a plant in Tokaimura, 140 km (90 miles) northeast of Tokyo, and a string of lesser mishaps at other nuclear facilities have severely eroded public faith in an industry deemed overconfident about the safety of nuclear power, it said.
    The poorly trained employees used buckets to pour nearly eight times the proper amount of a uranium solution into a tub, causing a self-sustaining nuclear reaction to occur. The resulting radiation killed two of the workers and forced the evacuation of thousands of nearby residents.
    Public anger mounted as details emerged of slipshod production methods used at the facility. Officials initially downplayed the seriousness of the accident, further compounding a deep-seated public mistrust in Japan's nuclear industry.

    LOCKHEED MARTIN SELECTED FOR JAPAN GOVERNMENT'S GLOBAL NAVIGATION SATELLITE SYSTEM PROGRAM
    GAITHERSBURG, Md., March 24, 1997 Lockheed Martin Federal Systems has been selected, as a member of a team led by NEC Corporation, Tokyo, Japan, to help design and develop the Japanese government's new global navigation satellite system, the MTSAT (Multi-functional Transport Satellite) Satellite-Based Augmentation System (MSAS). The award has a potential value of approximately $36 million, or about 4yen, to the NEC team. As this future air navigation system expands throughout Asia and other regions, it is expected to improve flight safety for the flying public and result in huge savings for air carriers. Using identical U.S. Global Positioning System (GPS) augmentation concepts, MSAS and the Wide Area Augmentation (WAAS), a similar civil air satellite navigation system being developed for the United States, will provide seamless precision navigation capability from the U.S. to Japan. As a member of the NEC team, Lockheed Martin will have responsibility for three major subsystems in the Japanese development program, the first outside of the U.S. to employ wide area satellite navigation technology for enroute and precision approach civil aviation. Federal Systems applies its extensive systems integration expertise in satellite navigation technology gained from two decades of experience as developer of the GPS Operational Control Segment (OCS) to the MSAS program.

    Japan Government Concerned At Low Birth Rate TOKYO (CWNews.com) - Following decades promoting birth control following World War II, Japan's government on Friday held its first meeting to discuss ways to encourage families to have more children. "Marriage and giving birth to a child is basically the choice of individuals, and it is a matter in which neither the state nor society should intervene," Prime Minister Keizo Obuchi told the meeting of Cabinet Ministers. "But it is the task of the state and society as a whole to create an environment where young people can dream of family life and child-rearing and where they can realize their hopes." Last December, an advisory panel of academics and experts recommended a series of proposals to the government that would increase the country's declining birth rate, including tax incentives, workplace family leave, and other services. Conversely, the Welfare Ministry has said it preparing to lift the current ban against oral contraceptives in the country. Supporters of the ban, who have mostly given up hope of blocking the decision, have said they hope the ban will remain in place for teens.
