History textbooks are like a barometer. They help assess the present political weather and that to come. Relations between Japan and South Korea improved when South Korean President Kim Dae Jung visited Tokyo in 2001 and Japanese Prime Minister Keizo Obuchi apologized for Japan's colonization of Korea. However, a group of Japanese right-wing scholars published a history textbook completely at odds with this apology. Now in March 2002 Japanese Prime Minister Junichiro Koizumi visited South Korea and agreed to commission a group of Japanese scholars to cooperate with South Koreans to produce a history textbook satisfactory to them. However, others issues remain. A Tokyo court rejected a suit in which some 150, 000 prisoners of war and civilian detainees demanded compensation from the Japanese government for suffering inflicted during World War Two. The Tokyo High Court upheld the decision of a lower court to reject the demands of the plaintiffs, who were from the UK, New Zealand, US and Australia. It also ordered the plaintiffs to bear court costs. Japan has held that it is not liable for compensation because all World War II claims were settled in 1951 under the San Francisco peace agreement. It remains to be seen how Japanese history textbooks will treat this issue. Now a major crisis may erupt. Japan and South Korea are jointly to sponsor the world soccer championship. Will that promote better relations or create bad blood, perhaps literally? When will history textbooks devote the space they deserve to these important battles?

Controversial Japan history textbook hits stores
South Korean protestors in April promised a boycott of Japanese goods if publication went ahead TOKYO, Japan The history textbook that outraged Asia for what is considered a whitewash of Japanese atrocities early in the 20th century has hit Japanese bookstores. In a rare move, the book was released early by the publisher in a bid to gain public support. "We decided it would be best to release the book and let readers decide," Toshiaki Shirasawa of publisher Fusosha said Monday. "We feel we've been criticized unfairly." The book, "New History Textbook," authored by a group of Japanese nationalists, is among eight approved by the education ministry for use in junior high schools when the academic year begins in April.

South Korea's parliament has expressed renewed concern to Japan about a Japanese school history textbook due to be published which has caused outrage in several Asian countries. The South Korean resolution called on Japan to address criticism of the book, mainly that it glossed over Japan's militaristic past. After meeting a representative from South Korea's parliament, the Japanese education minister, Nobutaka Machimura, said he hoped the issue wouldn't harm relations between the two countries. No! To the Distorted History Textbook
A Declaration and Action Plan of the Asian Solidarity Conference on Textbook Issues in Japan Declaration: Nationalism, which attempts to justify past war atrocities and colonialist rule, is on the rise in Japan. The influence aims to make Japan into a nation which can go to war. Those who are deeply concerned about this grave situation as well as concerned about the history and civics textbooks published for this purpose, by the Society for New History Textbook (Tsukurukai), held "The Asian Solidarity Conference on Textbook Issues in Japan. - No! to the Distorted History Textbook." on June 10th and 11th 2001, in Tokyo. Included were the total of 250 participants from ROK (South Korea), DPRK (North Korea: due to the refusal of entry into Japan, participated by submitting their papers), China, Taiwan, Philippines, Indonesia, Malaysia and Japan (including Ainu, Okinawa, and Koreans in Japan).

A history textbook that has sparked international controversy over its account of World War II atrocities by the Japanese is selling briskly in Tokyo stores.
Approved for use next year by students aged 13-15, the history textbook has angered Japan's neighbors and strained diplomatic ties, particularly with China and South Korea.
In an unusual move involving a text that has yet to appear in the classroom, the publisher, Fuso-sha, began selling the book in Tokyo stores last Friday and nationwide on Monday.
An official at Fuso-sha said: "There was much one-sided criticism of the book after it was approved, and we were unable to present our side of the story." At one Tokyo branch of a major bookseller, Kinokuniya, about 1,300 copies have been sold since Friday. Other stores report similarly rapid sales.
One centrally located branch of Maruzen, another major bookseller, said it had sold out its 200 copies and had placed an order for another 300.

Original page with design This historical analysis will start form the end of Tokugawa era, then go on through Meiji era (1867-1912). Such a distant historical extent was chosen attempting to ground the current situation in Japan, one of the leading producers of information technologies. The analysis will a touch other countries of the world, as sources of technologies, which were successfully transferred to the land of the rising sun. This is not a complete historical analysis.
The Isolation
During Tokugawa Shogunate (established in 1603) between 1636 and 1853 Japan was in deep isolation: trade was restricted to Nagasaki port and only with China, Korea, and Holland; the construction of ships above 50 tons was prohibited. For comparison, before isolation Japanese traders owned ships up to 700 tons. The isolation was established with intent to protect the country against the Western colonialism. Considering colonisation the policy was successful, but at the same time Japan lost its technological competitiveness. During that period major technological advancements were made in Western countries, the process of industrialisation was taking place. The isolation prevented Japan from mastering such technologies as steam engine, telegraph, electricity, and others. The technological basis of the island nation was lagging behind its European counterparts. The processes reversed during the Meiji period (1867-1912), which is also referred as Meiji restoration. The state agencies initiated technological modernisation. The applications of electrical engineering and communications illustrate the success of such policy well.
