From a literal handful of scattered programs in the l960s, the field has grown today to more than 1,000 academic departments in colleges and universities throughout the country, and is now expanding into the international academic community. The department is headed by the U.S. Attorney General, the chief U.S. law officer and an original cabinet member. Before the formation of the Dept. of Justice, the attorney general had represented the government in legal matters and given legal advice to the executive branch under the authority of the Judiciary Act of 1789, but there was no executive department to assist in carrying out the duties of the office. Because of the mounting responsibilities of the attorney general and because of the growing need for uniformity in the administration of law, a department was created. The act of 1870 also set up the office of solicitor general to represent the government in Supreme Court cases. The Dept. of Justice comprises six specialized divisions (the Antitrust Division, the Civil Division, the Civil Rights Division, the Criminal Division, the Environment and Natural Resources Division, and the Tax Division). The widely-publicized event of blue draperies being installed in front of the statue is true as well.
The statue is one of two that stand at the end of the Great Hall in the Justice Department, which is commonly used for news conferences and announcements. One of statues is known as "The Majesty of Justice" and is a male figure. The other is called "The Spirit of Justice" and is the female figure. They are both art-deco pieces cast in aluminum. The female figure is dressed in a toga, leaving one breast exposed.
Attorney General John Ashcroft has not issued any official statement that we know of about the statue issue. The story was broken by Beverly Lumpkin of ABC News who said Ashcroft had made the request for the draperies. The Justice department has said that the draperies were an aesthetic decision that allowed the room to be changed for various functions and that the blue draperies looked good on camera.

Regional USA, Local, 12/22/2001 The Civil Rights Division of the US Department of Justice announced the publication of the Federal Protections Against National Origin Discrimination brochure in an additional ten languages including Arabic.
The National Origin Working Group of the Civil Rights Division developed the brochure to assist individuals in identifying discrimination covered by the laws enforced by the Division. The brochure also gives examples of illegal discrimination based on national origin and provides information where discrimination complaints may be filed.
The brochure is now available in English, Arabic, Khmer (Cambodian), Chinese, French, Haitian Creole, Korean, Laotian, Russian, Spanish, Tagalog, and Vietnamese. It will be produced in more languages in the near future.
National origin discrimination includes discrimination based upon an individual's nationality, country of birth or country of origin, or the country of origin of an individual's family or spouse. It also includes discrimination based upon characteristics that are identified with a particular country or national origin, such as dress, accent, language, religion, or racial attributes.
According to the Department of Justice, incidents of bias, including hate crimes, assaults and vandalism against individuals perceived to be of Middle Eastern origin have been on the rise and have been targeted primarily at Arab Americans, Muslim Americans, Sikh Americans and South Asian Americans.

WASHINGTON The Justice Department filed a last-minute lawsuit charging that Boeing and space shuttle operator United Space Alliance (USA) passed along to the government false billing claims put in by a now-defunct subcontractor for shuttle work done more than seven years ago, company officials said Wednesday. The lawsuit, filed in U.S. District Court in Los Angeles before the statute of limitations ran out on Wednesday, arises from fraudulent claims that were filed with NASA from 1986 to 1993 by Omniplan Corp. The Houston company, which supplied technical writing and graphics for the shuttle program, had been a subcontractor to Rockwell Space Operations Company. More Stories

DOJ recommends legal changes to better prosecute traffickers Washington U.S. prosecutors need stronger legal weapons to take action against human trafficking, according to William R. Yeomans, chief of staff of the Civil Rights Division of the U.S. Department of Justice (DOJ). Yeomans testified April 4 before a Senate Foreign Relations subcommittee examining trafficking of human beings. About 50,000 people are brought into the United States each year against their will, according to government estimates. Yeomans said typical victims of trafficking may be migrant agricultural workers, women forced into prostitution, or domestic servants who are kept as virtual prisoners in their employers' homes. In 1998, Attorney General Janet Reno formed an intergovernmental task force to coordinate the actions of various agencies involved with the issue, Yeomans said. But he also told the committee the nation needs stronger laws to target and deter criminals who would engage in trafficking of human beings. "There are several crucial statutory revisions in the area of trafficking, involuntary servitude, and criminal exploitation of workers that must be addressed," Yeomans said, as he outlined the changes in law advocated by DOJ:

More Power to Wiretap Citizens
The U.S. Foreign Intelligence Surveillance Court of Review issued its first opinion ever on November 18, 2002, granting the Justice Department new powers to use wiretaps in criminal cases. The Court of Review reversed an earlier decision by the Foreign Intelligence Surveillance Court, which had limited those powers out of concern for citizens’ privacy.
The Foreign Intelligence Surveillance Court (FISC) and Court of Review were established in 1978 by the Foreign Intelligence Surveillance Act (FISA) . The purpose of the FISC was to authorize electronic surveillance requests in foreign intelligence investigations. The government, represented by the Attorney General , had to seek the FISC’s approval before wiretapping. Permission was granted based on a finding of probable cause that the surveillance target was an agent of a foreign power. The determination was made regardless of whether the target was suspected of criminal activity. Information obtained under FISA rules could not be shared with criminal investigators or prosecutors unless the Justice Department sought special permission.
After September 11, 2001, the wall between criminal investigations and intelligence gathering was faulted as outdated and dangerous. The FBI and the CIA were accused of failing to share information in a way that might have prevented a terrorist group from carrying out an attack in the United States. In the

U.S. District Court Judge Sam King is expected to rule on the agency's request to intervene in a case in which Hale O Kaula is suing the Maui Planning Commission for denying its request to build a place of worship on agricultural property in rural Kula. The county isn't opposing the request to intervene, and the judge is likely to allow it, said Charles Hurd, attorney for the church. Last week, a federal judge in Philadelphia upheld the constitutionality of the law in a separate case involving a church that was denied the use of an office building as a place of worship. The Justice Department intervened in that case as well. Hale O Kaula, now located on a small parcel in Ha'iku, bought the Kula property in 1990 and has tried to win county approval to use the land for services since the mid-1990s. Church officials say they want to carry out a ministry that incorporates farming.

With hundreds of protesters marching outside his office, the U.S. Deputy Attorney General said that the Justice Department will look at the Amadou Diallo shooting case. However, Eric Holder warned that a civil rights case against the four NYPD officers acquitted of murder and reckless endangerment charges would be difficult to prosecute. Accompanied by the Rev. Al Sharpton and Congressmen Charles Rangel and Jose Serrano, Amadou Diallo's parents met with Holder and other Justice Department officials Thursday and asked them to prosecute officers Sean Carroll, Edward McMellon, Kenneth Boss and Richard Murphy on federal civil rights charges. Last Friday, an Albany jury acquitted the officers of all charges in Diallo's shooting death. Diallo was gunned down in a hail of 41 bullets in the vestibule of his Bronx home last February. The officers said they thought the victim was armed and aiming a gun at them when they opened fire. However, Diallo was unarmed, having only a wallet, a beeper and his keys when he was struck 19 times. At a press conference before his meeting with Kadiatou and Saikou Diallo, Holder said the Justice Department would consider a variety of factors as it decides whether to bring federal charges against the officers.
