February 1995 - RE: Hubbell named SRS Director of Workforce Development Janet Schalansky, acting Secretary of the Kansas Department of Social and Rehabilitation Services, today announced the appointment of Connie Hubbell as acting director of the SRS Division of Workforce Development. Hubbell, who has held a number of state leadership positions including 10 years as an elected member of the Kansas State Board of Education, takes over the position vacated by Schalansky when she was appointed acting secretary by Gov. Bill Graves in early January. In accepting the position with SRS, Hubbell said she regretfully will resign from the State Board of Education, effective February 20 As director of Workforce Development, Hubbell will oversee a $51.7 million budget and a staff of almost 400 people. The position involves directing two federally mandated work programs, KanWork, the Kansas version of the federal Job Opportunities and Basic Skills program, and the MOST program for food stamp recipients. In addition, she will oversee child care services for Aid to Families with Dependent Children, General Assistance, Food Stamps and other income eligible programs. Hubbell will also be a member of the SRS Policy Committee. Besides the board of education position, Hubbell also served four years as a board member of the National Association of State Boards of Education, including one year as president. She is a member of the National Board of Directors of Parents as Teachers and a member of the Midwest Higher Education Commission. In Kansas, Hubbell has worked on the Kansas School to Work Commission, served as chair of the Kansas Adolescent Health Alliance, was a member of Governor's Commission to Restructure Education, the Governor's Planning Commission on Mental Health and a member of the board of directors of the Kansas Business Hall of Fame. She has also been involved with community services, including serving as president of the YMCA Board of Directors.

Brigades engage in live-fire training
Two of Fort Riley's brigades got a chance to do something last Friday they rarely do. Both the 1st Battalion, 4th Air Defense Artillery and the 4th Battalion, 3rd Air Defense Artillery of the Charlie battery, participated in their annual Stinger live-fire training. Article 6.EDUCATION The legislature shall provide for intellectual, educational, vocational and scientific improvement by establishing and maintaining public schools, educational institutions an d related activities which may be organized and changed in such manner as may be provided by law.
(a) The legislature shall provide for a state board of education which shall have general supervision of public schools, educational institutions and all the educational interests of the state, except educational functions delegated by law to the state board of regents. The state board of education shall perform such other duties as may be provided by law.
(b) The legislature shall provide for a state board of regents and for its control and supervision of public institutions of higher education. Public institutions of higher education shall include universities and colleges granting baccalaureate or p ostbaccalaureate degrees and such other institutions and educational interests as may be provided by law. Who We Are Workforce Network of Kansas - Design Components
The Workforce Network of Kansas consists of several components with clear and distinct responsibilities. Its structure is driven by federal legislation, the Workforce Investment Act (WIA) of 1998 plain language version ), even though appropriations for that program are not the largest source of revenue for employment and training services in Kansas. Advisory Responsibilities By Executive Order 01-06 , Governor Bill Graves designated the Workforce Network of Kansas Board as the state workforce investment board. By design, the Board is an advisory body consisting of 35 members appointed by the Governor. WIA mandates the ideal state workforce investment board membership structure. Over fifty percent of the membership of the Board must come from private industry. The balance of the board members represent government, education, community based organizations and labor. The Board meets five times each year, rotating the location of their meetings between the five Local Workforce Investment Areas Much of the work of the Board is accomplished through task forces. Task force membership typically consists of Board members and representatives from state and local agencies. Currently, the

Serving Kansas' Schools and Students What is the KSHSAA?

A private/non-profit association of accredited member schools, whose purpose is to administer a program of interscholastic activities, festivals, clinics and contests among member schools. The KSHSAA offers state championships in ten boys and girls' sports, and ten additional championships in music activities, debate, speech and drama, and scholars bowl. Of particular importance are efforts to elevate standards of good sportsmanship and to encourage growth of good citizenship among students and spectators.
Who makes up the KSHSAA?
The Association is comprised of more than 370 senior high and 427 middle/junior high member schools. Member schools must be accredited and are both public and private schools. How is the KSHSAA structured?
The Association has a three-branch system of governance. The Executive Board (9 - 14 members) meets six times annually and is charged with making policy, conducting hearings and managing the affairs of the organization. Legislative authority to make rules and bylaws changes is vested in the seventy plus member Board of Directors. Members are school administrators, educators and local board of education members from throughout the state. Two members of the Kansas State Board of Education also serve. The Appeal Board acts as an impartial hearing panel in matters pertaining to rule interpretations.

Legislature Exempts School Districts From Cash Basis Law
The Kansas Senate approved a conference committee report on SB 4 Wednesday, March 19, which will exempt school districts from the cash basis law for school years 2001-02 through 2006-07 if their expenditures are in excess of current revenues if the deficit or shortage in revenues is caused by, or a result of, the late distributions of state aid under K.S.A. 72-6417. The Governor signed the bill into law on April 1.
Computerized CPA Exam Legislation Passes Senate
Legislation that clears the way for the CPA exam to become computerized in 2004 is on its way to the Governor. The bill also included provisions that would give the Board of Accountancy or its designated examination service authority to charge an examination application processing fee of up to $150. The CPA examination bill, (HB 2241 , passed the full Senate 40-0 on April 4.

  • Local financial effort and funding choices should be expanded to permit local control of school district financial operations. The Board supports removal or an increase of the 25% cap on school district local option budgets and other local initiatives, such as, the voter-approved economic development sales tax for schools in Johnson County. The threshold for qualification for school facilities weighting and ancillary school weighting should remain at the current level. The Kansas State Board of Education and the Gubernatorial Task Force demonstrated leadership in outlining improvements needed in the financing of public schools. The Board supports the State Board and Task Force school finance efforts to increase the base level funding for all schools of Kansas.
