Wichita is the regional economic hub of Kansas and northern Oklahoma. It provides financial, medical, upscale retail and business services to more than a million people residing within 100 miles of the center of the city. Actually, 1994 was the first year since 1971 in which the Wichita metro area annual average unemployment rate exceeded the national rate (the local rate was only 0.2% higher). support from the state governor, conflicting presidential philosophies, and in a time of budget restraint in governments at all levels. Yet it remained only an alternative. Cheney Reservoir was pushed through out of necessity, when the city was in dire need of another supply, shortages were prevalent, and other possibilities were cut off. In addition, people such as A.E. Howse worked to cut the red tape in order to implement the project. Corbin, however, was a project for the future. Wichita did not need the water immediately, but was trying to prepare for future needs. Government, with its rapid turnover among top-level officials, is generally inadequate in dealing effectively with such long-term plans. As the costs and delays increased, Wichita began to look elsewhere for alternatives with lower costs and fewer opponents. On January 23, 1980, Wichita took an important step toward finding such a solution when it filed for water rights at two existing reservoirs. The city sought 60,000 acre-feet annually (53 million gallons daily) from Milford Reservoir, near Junction City, and 50,000 acre-feet (46 million gallons daily) from Kanopolis. The applications were accepted by the Kansas Water Resources Board, which gave Wichita the right to negotiate for water when it was necessary, although it was not actually guaranteed the water. Instead, Wichita was now capable of buying water in the future, although those higher on the list would receive priority in negotiating with the state.

Applicants may apply for support for an exhibit project in either the Minigrant or Major Grant category. In preparing your grant application, follow all deadlines and instructions for the appropriate grant category, plus the additional criteria and requirements listed below.

    PURPOSE AND ELIGIBILITY
    Interpretive exhibits use artifacts, documents, photographs, and other objects to inform viewers about human values and experiences. An interpretive exhibit always includes a written narrative or script that explains the significance of the visual images and artifacts presented. The narrative goes beyond mere identification, connecting the images and objects to a larger theme or story. Museums, historical societies, arts councils, and other groups may apply for grants to develop permanent, temporary, or traveling exhibits.     Kansas State University Orchestra The KSU Orchestra has been in continuous existence since 1881. The Orchestra is an integral part of the cultural offerings at K-State and offers a creative musical outlet to over eighty undergraduate and graduate students. Nearly half of the members are non-music majors and pursue studies in areas as diverse as architecture, all branches of engineering, computer science, education, anthropology, biology, chemistry, English, modern languages, and human ecology. The KSU Orchestra tours several Kansas cities in alternate years. It was invited to perform at KMEA in 1992, 1999, and 2002 as well in Concordia, Clay Center, Beloit, Garden City, Salina, Hays, Topeka, Shawnee Mission, and the University of Nebraska during the past several seasons. Members give five concerts each year with an opera or musical performance in alternate years. A faculty member performs a solo each fall and concerto/aria student contest winners are featured each spring. For educational as well as aesthetic reasons, Dr. Littrell chooses compositions from a diversity of styles selected from the three hundred years of orchestral repertoire.     Preface
    How should we define technology? Technology is a process involving material and human resources. The materials most responsible for economic change in the last five years have been the computer and other microprocessor-based systems. The human resources include the use of our critical thinking skills to apply the scientific and material aspects of technology. Knowing the type of technology to apply is as important as how to apply it. For the purpose of this planning guide, the following definitions will be used: Technology is the interpretation of suitability, and the use of text-based applications; audio, video, still image, and multimedia applications; telecommunications and Internet applications; teleconferencing and videoteleconferencing applications; and virtual reality applications. These applications use microprocessor-based technology as part of higher-order systems such as, but not limited to, computers, facsimiles, telecommunications systems, multimedia, interactive two-way video, CD-ROM, laser discs, data storage, and audio/video devices. Technology is also a process that uses scientific material and human resources to achieve human goals. As such, it may include other tools developed to improve our quality of life or change our environment.

Guest: Mike Dealy, Director, Equus Beds Groundwater Management District No. 2 </b> </b> Mr. Dealy commented on the critical importance of groundwater to the economic vitality of cities associated with REAP and presented information on the Equus Beds aquifer that provides water for communities in Harvey, McPherson, Reno, and Sedgwick counties. Over 20 percent of the state’s population depends on the Equus Beds for daily water with a total of 58 billion gallons used per year. Dealy stated that Wichita is the largest user of water from the Equus Beds while Reno County is the leading county to use groundwater for industrial development. In response to concerns about the effect of agricultural lagoon runoff on the Equus Beds aquifer Dealy indicated that state statutes currently allow 1/8 of an inch infiltration of lagoon effluent per day into groundwater, which totals 1.2 million gallons a year.
