    For more than 100 years, the U.S. Geological Survey (USGS) has been mapping, describing, and seeking to further the understanding of Kansas' natural resources. The USGS is known for impartial data collection and data interpretation that enables resource planners and others to make informed decisions. Today's issues are more pressing than everÑunderstanding natural hazards to minimize their effects on life and property, the continuing need for mineral- and water-resource development, and understanding the effects of human activities on biological and water resources. As the Nation's leading earth science agency, the USGS cooperates with more than 30 Federal, State, and local agencies in Kansas to produce USGS maps, interpretive reports, and data to help our customers manage Kansas' resources better. Cooperators include State natural resource agencies, county and municipal public works departments, tribal governments, universities, and other Federal agencies. The USGS also provides support to the Kansas Water Resources Research Institute, which conducts research, education, and information and technology transfer programs at Kansas State University in Manhattan and at the University of Kansas in Lawrence.
    Floods
    Realtime flood information, such as watches and warnings issued by the National Weather Service, use data collected by the USGS at 140 automated streamflow-gaging stations. USGS streamflow data also are used throughout Kansas by many Federal, State, and local agencies, as well as by private users. These customers use the streamflow data to manage the State's reservoir system to reduce the damage caused by floods (fig. 1); to zone and regulate activity in flood plains, thereby saving lives and reducing property damage; to set insurance rates; and to design safe and economical highway bridges, culverts, and other structures. Streamflow-data analysis by the USGS has provided an independent verification of the benefits of the Kansas River Basin reservoir system during the 1993 floods.

    Energy Performance Contracting Enabling Legislation
    Kansas has joined the ranks of states implementing energy performance contracting enabling legislation. House Bill 2603 became effective when it was published in the Kansas Register, the official state publication, on April 20, 2000. The bill applies to all state agencies and municipalities throughout the state. This includes unified school districts, cities, counties, municipal hospitals, state colleges and universities and all state agencies. The enabling legislation became a reality as a result of nearly unanimous support from the public and private sectors. A task force worked on the draft legislation last fall and presented it to the Joint Committee on State Building Construction in December. The committee then prefiled the bill before the start of the Kansas 2000 Legislative session on January 10. With strong support from trade associations and individuals representing schools, hospitals, state agencies, counties, cities and the ESCOs serving Kansas

    WSU Tri-Cities , Richland Washington The WSU Tri-Cities Electronic Materials Group has been involved in photovoltaic and related research and development programs since 1974 under the leadership of Dr. Olsen, Professor of Materials Science and Engineering. This group has worked in several areas of photovoltaics, including studies of high efficiency Si and GaAs solar cells, and low cost cells based on CuInSe2 (CIS). Graduate Research Assistants working under Dr. Olsen are usually in the Materials Science and Engineering program. The Electronic Materials Laboratory (EML) occupies three large rooms with equipment, and one room of office space. This Web Site includes information concerning the following:
    RESEARCH PROJECTS
    Two research projects are currently being carried out at EML, a NASA funded effort to investigate ZnSe heterofaces on GaAs solar cells and an effort funded by NREL to investigate CIS solar cells. ZnSe Heterofaces For GaAs Solar Cells High efficiency GaAs solar Cells are fabricated with a thin layer of high bandgap AlGaAs grown onto the front face of the n/p or p/n cell. Since AlGaAs is well lattice-matched to GaAs, it acts effectively as a minority carrier mirror. It is preferred to grow the AlGaAs at 800°C, which higher than the growth temperature of GaAs. As a result, interdiffusion effects can degrade the GaAs junction. This objective of this program is to investigate n-type ZnSe as an alternative heteroface to AlGaAs for n/p GaAs solar cells. ZnSe is well lattice matched to GaAs. ZnSe and ZnSe

    Twin Cities RISE! (TCRise), a unique non-profit organization, was planning for growing the number of participants in their organization by 50-75% every year. TCRise needed to improve communication between themselves and their growing customer base and to strengthen its marketing efforts and improve exposure to potential customers, donors, participants and volunteers. The Tile Shop, Inc. The Tile Shop is a rapidly growing company who adds retail stores on a regular basis. Their existing Point of Sale system had many areas where fixes and enhancements were needed. This included such things as not being able to handle refunds or return on accounts, customized reporting, using a customer’s payment history with The Tile Shop to determine credit availability, and correcting and validating information to follow their business rules. Wilsons Wilsons The Leather Experts operates over 450 stores worldwide, with ambitious growth plans for 1,000 stores. Store operations were based on printed forms, making them paperwork intensive, inconsistently routed, and difficult to train for new employees. Use of paper forms was already troublesome at the current store count and would be very undesirable in the 1,000 store future. Onan Onan was struggling to manage large amounts of complex and constantly changing engineering performance data. The data was stored in different technologies: Word, Access, QBasic code, Text files, Excel, Lotus notes, Oracle. Whenever the data needed to be shared it had to be manually converted from one of many storage formats to the target format. These problems were exemplified for the independent distributors that relied on CD’s for accessing the data. Because the process was so time-consuming, production of the CD’s couldn’t occur more than once a year even though the data changed much more rapidly.
