City, State, and Climate
T he city of Salina is located in the central part of the state of Kansas. It is only 111 miles from Topeka, the State Capital. Kansas City is 172 miles and Wichita is 93 miles. All of these cities are easy to travel to because Salina is at the crossroads of two major Interstate Highways that go north to south and east to west. With a friendly population of 45,000, it offers a wide variety of restaurants, shops, stores, and businesses. Salina received the "All American City" award from the National Civic League in 1989 after competing against cities from across the United States. Entertainment is easy to find in Salina. There are more than 9 movie theaters , quarterly performances by the Salina Symphony, 3 eighteen-hole golf courses , over 10 softball fields, community theater , museum, 8,000 seat Bicentennial Center concert hall, and 63 churches.

Background
KU Continuing Education has produced films, videotape series, CD-ROMs, and audiotapes for various audiences. One of the most significant projects was the development and filming of the 30-part video course, "Biography of a City: Lawrence, Kansas." This joint project of KU and selected community groups produced an award-winning historical review of Lawrence's growth and development.
Program
KUCE, through its Media Production staff, proposes to produce biographies of Kansas cities, towns, river valleys, counties, or other identifiable entities for the purpose of historical, social, or economic enterprise. Each biography would include: Part 1. Research and Field Work. Natural history, geography, history, politics, demographics, economics, culture, oral history, and interviews. Part 2. Program on Location. Lecture, discussion, group performance, video, community festival. Part 3. Post-program Dissemination. Book, articles, CD-ROM, videotape, audiotape, state fair exhibit, or presentation. Constituencies and collaborators for a biography could include local media, schools and libraries, state and local tourism offices, state and local historical societies, cross-sections of KU disciplines (geological survey, journalism, history, English, indigenous nations studies, political science, public management), and other Regents schools.

Local Records Office Specific Retention and Disposition Schedules
County Appraiser
Records Retention Schedules are the listings of each record series generated by local government that have been addressed. They include descriptors such as record series title, description, retention, disposition, restrictions, and date approved by State Records Board. compliance with these retention schedules is largely mandatory for county offices, but not for other local government like cities or townships . Municipalities may use this as a guide, review other schedules created by municipalities, or draft their own. The county office specific schedule is a customized schedule addressing a single office's records. The County Appraiser or Assessor is tasked with assessing the value of taxable property, including real, personal and commercial. In counties with populations of more 20,000 the Appraiser serves full-time. In counties under 20,000, the appraiser may serve either full or part-time. In some cases, the County Clerk serves as Appraiser. All retention periods are set assuming a completed financial audit. Please note that

June 21, 2001 Right to Work laws guarantee the right of employees to decide for themselves whether a union deserves their financial support. They also prevent union officials from monopolizing workers and force them to accept a more voluntary relationship with the workers they claim to represent, and the employers without whom the jobs would not exist. That such voluntarism is not only morally right, but economically efficient as well, is borne out statistically, nationwide, and in the Midwest in particular. This is true, even of wages and income, one of the most misunderstood issues surrounding the Right to Work issue. Most comparisons of Right to Work and forced-unionism states are based on gross income, unadjusted for the wide variation of living costs and local taxes. The appropriate comparison across cities, states, and regions in measuring economic well-being is the purchasing power of after-tax income. The relevant question is this: Is money income after adjusting for taxes and the cost of living, i.e., after-tax real income, higher in forced-unionism states than in Right to Work states? Several reports have addressed this question. Two early studies compared adjusted incomes in Right to Work states with those in forced-unionism states showed that while

Workers at the Raytheon plant in Wichita decided to organize the rally because of announcements of jobs leaving for Mexico. “One year ago, the company said if we found ways to cut the costs, the jobs would stay here. We cut the costs, but they’ve never stopped trying to outsource our jobs.” said Lee Carney, Machinist and single mother. The workers opened their rally with the Pledge of Allegiance. After that, Steve Rooney, Machinists District 70 President he said: "We don't need the greedy CEOs.... They pledge allegiance to no one other than a few greedy corporate stockholders."

The Mid-America Chinese Resource Guide (http://lark.cc.ukans.edu/~eastasia/calamwrg/Contents.html) is an Internet project of the Midwest Chinese American Librarians Association which began in October 1997. The goal of this project is to create an online reference resource to include all China related information from the Midwest area including: Illinois , Indiana, Iowa, Kansas , Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota and Wisconsin. The project is based on the Midwest Chinese American Librarians Association's 1995 printed publication of Midwest Area Chinese American Resources Guide The Guide is intended for people who desire China related information from a Midwest State or region, and for people who desire to study Chinese history, language, and culture from worldwide resources. The Guide is intended to gather existing information in a systematic way to promote better usage of resources in the Midwest. It will promote better understanding of Chinese culture through links to collective activities, programs and resources. It will link resources on learning about China in each state from K-12 through the university level, and with private organizations. Links to China scholars, specialists, teacher resources on teaching about China, Chinese language schools, distant learning, interactive programs for learning about China and Chinese language, and study abroad programs in China and Taiwan will be provided.
