Mr. Chief Justice Warren delivered the opinion of the Court. These cases come to us from the States of Kansas, South Carolina, Virginia, and Delaware. They are premised on different facts and different local conditions, but a common legal question justifies their consideration together in this consolidated opinion. The plaintiffs contend that segregated public schools are not "equal" and cannot be made "equal," and that hence they are deprived of the equal protection of the laws. Because of the obvious importance of the question presented, the Court took jurisdiction. Argument was heard in the 1952 Term, and reargument was heard this Term on certain questions propounded by the Court. Reargument was largely devoted to the circumstances surrounding the adoption of the Fourteenth Amendment in 1868. It covered exhaustively consideration of the Amendment in Congress, ratification by the states, then existing practices in racial segregation, and the views of proponents and opponents of the Amendment. This discussion and our own investigation convince us that, although these sources cast some light, it is not enough to resolve the problem with which we are faced. At best, they are inconclusive. The most avid proponents of the post-War Amendments undoubtedly intended them to remove all legal distinctions among "all persons born or naturalized in the United States." Their opponents, just as certainly, were antagonistic to both the letter and the spirit of the Amendments and wished them to have the most limited effect. What others in Congress and the state legislatures had in mind cannot be determined with and degree of certainty.

Introduction
The Kansas Department of Health and Environment produces a vast array of health and environmental education materials. These fact sheets and brochures address public health issues under the agency's jurisdiction. Public health issues are those that can be impacted by the implementation of community based intervention strategies, like hand-washing to control an outbreak of Shigellosis or recycling to reduce the burden on our solid waste landfills. [Top of Page] There are some health problems you won't see mentioned here. It's not because we think they are unimportant. Rather, we focus on public health concerns. There are a number of Web sites around the world that can be searched to find information on those other health issues. [Top of Page] As with any advice, it is general in nature. On health problems, everyone should check with his or her physician for specific guidance. If after reviewing KDHE information you have questions about your personal health, contact your family physician. If you do not have a physician, you may want to contact the local Department of Social and Rehabilitation Services (SRS) office or local county health department. You may be eligible for an SRS program or local health officials may know of community health resources to assist you.

Lessons are written by educators and correlated to NSES standards. Articles and lessons focus on issues in biodiversity, environment, genomics, biotechnology, new frontiers in the sciences, and education. Science NetLinks Produced by the American Association for the Advancement of Science, this site is part of an Internet-based learning initiative called MarcoPolo. The site provides a wealth of resources for K-12 science educators, including lesson plans and reviewed Internet resources. This is a well-organized site divided into lessons, resources, and benchmarks. Science NetLinks is a dynamic site with new content being added on a regular basis and well worth a look. Grades K-3 Maintained by the Educational Resources Information Center (ERIC) at Syracuse University's Information Institute, AskERIC is a service that provides curriculum and materials to teachers. It gives us great pleasure to invite talented high school students and teachers from your school to participate in the First Annual Oklahoma, Kansas, Nebraska Junior Science and Humanities Symposium (OKN-JSHS). The symposium will be held at Oklahoma State University from 3:30 p.m. on Sunday, March 30, to mid afternoon on Monday, March 31, 2003. The Oklahoma, Kansas, Nebraska Junior Science and Humanities Symposium is part of an established national program of the Academy of Applied Science and the U.S. Army, Navy, and Air Force. The National Association of Secondary School Principals has placed this program on the NASSP National Advisory List of Contests and Activities for 2002-2003. Lodging and most food expenses will be covered by OKN-JSHS.
The deadline for teacher and student applications is March 7, 2003.
Applications received after that date cannot be considered for participation in the symposium.
