ADJUTANT GENERAL'S OFFICE,
Washington, November 27, 1901. The following order has been received from the War Department: WAR DEPARTMENT, Washington, November 27, 1901. With a view to maintaining the high standard of instruction and general training of the officers of the Army and for the establishment of a coherent plan by which the work may be made progressive, the Secretary of War directs that the following general scheme be announced for the information and guidance of all concerned: THE SYSTEM OF INSTRUCTION. There shall be besides the Military Academy at West Point the following schools for the instruction of officers of the Army 1. At each military post an officers' school for elementary instruction in theory and practice. 2. Special service schools- (a) The Artillery School at Fort Monroe, Virginia.
(b) The Engineer School of Application, Washington Barracks, District of Columbia.
(c) The School of Submarine Defense, Fort Totten, New York.

New schools can help overthrow Taliban, KU professor says
LAWRENCE The key to bringing down the Taliban may lie in building new Afghan schools, said a University of Kansas professor who specializes in Middle East and Central Asia history. Rose Greaves, professor emeritus of history at KU, said that when the military phase in Afghanistan is completed, the United Nations should consider helping the Afghan people build better schools so that further animosity toward westerners does not develop. Poverty-stricken Afghanistan is plagued with a network of extremist religious schools, known as madrasas. Madrasas are a long-standing Muslim tradition, created by scholars as a way to provide a free religious education to fellow Muslims. In Afghanistan, however, this tradition has been abused; now the only schools available, madrasas provide free food and education to a desperate population while preaching strong anti-American messages through military training.

(U-WIRE) SALT LAKE CITY President Bush's No Child Left Behind Act, enacted last July, does nothing but leave many children behind. The act, which was heralded as a blessing to failing education systems around the country, hasn't lived up to its hype. The No Child Left Behind Act is intended to bring all federally funded school students up to their grade level by 2014 in reading and math. It requires that schools annually test 95 percent of their students in their proficiency in math and reading skills to make sure they are on track with their grade schools. All this sounds like a good idea, until the law is looked at with more scrutiny. Democrats have criticized the law for emphasizing high goals but providing little resources to meet these goals. Sen. Edward Kennedy has argued that President Bush has stiffed the act by nearly $6 billion. Bush's plan would therefore provide enough money to test children in public schools, but not enough to prepare them to pass the tests. Essentially, the Bush administration is relying on scare tactics to get test scores up.

Pentagon Abuses '01 Education Act To Demand Names From Schools

WASHINGTON Guess where the U.S. military has landed? On the grounds of high schools all over the country. Military recruiters are using President George W. Bush's 2001 education act plus this year's law authorizing Pentagon spending programs to demand that principals hand over the names, addresses and phone numbers of all their students who are juniors and seniors. What's going on here? What about privacy rights? Some principals, citing laws saying that information on students is strictly confidential, were told emphatically earlier this year that little-known provisions of the military authorization measure and the No Child Left Behind Act "override any previous restrictions ... about disclosing student information to military recruiters." Education and Defense Department officials insisted that educators must now notify parents at the beginning of each school year of their intention to give the military the information it wants about the students.
