General Information
The University of Kansas Medical Center offers educational programs through its Schools of Medicine, Nursing, Allied Health, Pharmacy, Education, and Graduate Studies. Clinical studies are provided in a 459-bed full-service, tertiary-care hospital that serves the Midwestern states of Kansas, Missouri, Oklahoma, Arkansas, and Nebraska. KU Medical Center's mission calls for improving the quality and availability of health care professionals, clinical services for patients, and research in the health sciences. Topeka, Kansas 66605-1357 Re: Constitution of the State of KansasEducationState Board of Education; Local Public Schools; General Supervision; Maintenance, Development and Operation of Local Schools; Edison Project; Constitutionality Synopsis: Dear Senator Hensley: As State Senator for the 19th District, you request our opinion regarding the constitutionality of an agreement between a unified school district and a private, for-profit corporation regarding management and operation of designated schools within the unified school district. Specifically, you ask whether the agreement between Unified School District No. 259 and the Edison Project, L.P., entered into January 23, 1995, violates Sections 2 and 5 of Article 6 of the Kansas Constitution. Our review of the agreement, therefore, is limited to determining whether the concept set forth in the agreement would comply with Sections 2 and 5 of Article 6 of the Kansas Constitution. The clerk for the Board of Education for Unified School District No. 259 (USD 259) has provided a copy of the agreement between USD 259 and Edison Project, L.P. (Edison). The agreement is 22 pages long. Attached to the agreement are 13 appendices, which are incorporated into the agreement by reference, and one addendum. References in the following paragraphs are to particular provisions of the agreement as provided by the clerk, unless otherwise noted.

Phill Kline, Kansas Attorney General, will be the featured speaker at Wednesday evenings Drug Abuse Resistance Education (D.A.R.E.) Graduation ceremony to be held at 7:00 the Clay Center High School auditorium.
"I am honored to have the opportunity to address and congratulate these young people for their commitment to live drug-free lives," Attorney General Kline said. "Educating our youth about the devastation drugs cause needs to be a top priority for law enforcement. The D.A.R.E. program has been an important tool used to accomplish that goal and I am proud of this office's involvement in that program."
The Statewide D.A.R.E Program was created by the legislature in1999. The program has two staff members, whose duties include assisting and providing resources to D.A.R.E. officers across the state, making school visits, and coordinating the training required before officers can teach the lessons. D.A.R.E. was established in 1983 and continues to be an active partnership between parents, schools, and law enforcement. The program has grown to be the most popular and widely used prevention curriculum in the world.
Kansas has 257 D.A.R.E. officers representing 122 law enforcement agencies in 58 counties. In 2001, more than 130,000 Kansas students in 394 schools from 161 districts received the D.A.R.E. program.

Aviation Institute of Maintenance (AIM) - Kansas City is located near downtown Kansas City. AIM - Kansas City students are able to pursue their education and career goals surrounded by the aviation industry in which they will work.
