Kansas Board of Regents Update

At the end of the legislative session this year, three programs were added to the Kansas Board of Regents Student Financial Assistance section. These programs were: the Kansas National Guard Educational Assistance Program, the Workforce Development Loan Program, and the Foster Care Tuition Waiver Program. The Kansas National Guard Educational Assistance Program (House Bill 2642) was formerly administrated by the Adjutant General's Office. This responsibility has now been transferred to our office. One major change in this program is that students will no longer pay upfront costs and wait for reimbursement. The institutions will invoice the Kansas Board of Regents for the cost of tuition and fees for each student and our office will reimburse the institutions. A letter regarding this change was recently sent to all participating Kansas educational institutions which include: area vocational schools, area vocational-technical schools, community colleges, the municipal university, state educational institutions, technical colleges and accredited independent institutions. The Southwest Kansas Regional Non-Traditional Occupations Center is located in Great Bend, Kansas. It was established in the fall of 1999, as one of four regional centers funded by a Carl Perkins grant. The mission of the NTOC is to provide technical assistance, resources and marketing strategies that will assist high schools, vocational schools/technical colleges, and community colleges in recruiting students for training programs that lead to employment in occupations non-traditional to their gender. Non-traditional occupations are defined as occupations or fields of work for which individuals from one gender comprise less than 25% of the individuals employed, as defined in Perkins III legislation. Marc Milleson, child care provider "I enjoy working with all of the kids, from the little babies to the school-age children." According to the U.S. Senate Budget Committee, 43 percent of women workers today are in jobs with below-poverty-level wages, compared to 27 percent of men.

By Congressman Jerry Moran This month, I conducted an educational tour to highlight the successes, needs, and concerns of students, parents, teachers, and school administrators throughout Kansas' First District. Crossing over three dozen counties, I visited nearly 30 institutions, including elementary schools, junior and senior high schools, vocational schools, community colleges, universities, and other educational facilities. The tour was a great experience and began what I hope will be a continued dialogue on Kansas' educational needs. The tour also reinforced my belief that Kansans are fortunate to have outstanding educational institutions and dedicated educational professionals. I want to thank all those who participated in the various meetings. Your input was invaluable. While nobody will ever dispute the importance of a good education, meeting the needs of today's students has changed dramatically from what it was 10 or 20 years ago. Students today are exposed to a vast amount of information and technology early in their lives. Computers, electronic mail, long-distance learning, and the internet have changed the dynamics of education here in our region and throughout world. I was excited to see that Kansas' teachers and schools are meeting many of these new challenges. In talking with students and parents, they consistently relayed the importance they place on education in view of what is truly becoming a world economy. Students today appreciate that what happens elsewhere can affect their community and that world events have a direct impact on their future.

From the beginning, the department's primary focus has been on the development of competent vocational instructors in trade and industrial education programs at any of the state's area vocational schools, technical colleges, community colleges, comprehensive high schools, and correctional facilities. In the late 1980's, the department broadened its focus to include the development of training professionals in the field of Human Resource Development. An option for technical training was added to our bachelors degree, as well as a Masters in HRD Degree, for persons who are involved in occupational preparation within the private sector.
Department Mission
The Mission of the department is to provide services which enhance the employability of the individual. This mission is achieved through each of the five following purposes:
  • Technical Teacher Preparation.
