Present Day Taekwondo Upon liberation of Korea from the Japanese colonial rule after World War II, the Korean people began recovering the thought of self-reliance and the traditional folkloric games resumed their popularity. Song Duk-Ki, afore-mentioned master of Taekkyon, presented a demonstration of the martial art before the first republic of Korea president Syngman Rhee on the occasion of his birth-day, clearly distinguishing Taekwondo from the Japanese Karate which had been introduced by the Japanese ruling Taekwondo from the Japanese Karate which had introduced by the Japanese rulers. Martial art experts began opening Taekwondo gymnasiums all over the country and after the end of Korean War [1950-1953] Taekwondo was popularized among the dan-grade black-belters within the country, also dispatching about 2,000 Taekwondo masters to more than 100 countries. After all, following the nomination of Taekwondo as a national martial art in 1971, the present Kukkiwon was founded in 1972 to be used as the headquarters as well as the site of various Taekwondo competitions. Then a year later, in 1973 the World Taekwondo Federation was established. In 1973, the biennial World Taekwondo Championships was organized. In 1974, Taekwondo was admitted to the Asian games as an official event. In 1975, Taekwondo was accepted as an official sport by the U.S Amateur Athletic Union [AAU] and also admitted to the General Association of International Sports Federations [GAISF], followed by the adoption of official sports event by the International Council of Military Sports [CISM] in 1976. In 1979, President of the World Taekwondo Federation [WTF] was elected chairman of the World Federation of Non-Olympic Sports. The WTF became an IOC-recognized sports federation in 1980, making Taekwondo an Olympic sport. Then the adoption of Taekwondo as an official event was followed by the world games in 1981, the pan-American games in 1986, and finally by the Sydney 2000 Olympics in 1984 and then Athens 2004 Olympic Games in 2000. On November 29, 2002, the 114th IOC Session also confirmed the inclusion of Taekwondo in the Beijing 2008 Olympic Games.

SPORTSMEN RECOGNITION
The national high level sport system aims at helping France teams to stand out at milestone international competitions (Olympic Games, World Championship, European Championship).
Since 1982 the Youth and Sports Ministry has been taking the census of the best sportsmen in Olympic sports or the sportsmen whose high level has been recognised by the National Commission for High Level Sport. This recognition is made by drawing up the National List of High Level Sportsmen (around 5 800 in 1998).
The admission to the lists is yearly.
There are different categories of high level sportsmen:
SENIOR
stands for the groups preparing for major short term international events: Olympic games, World Championship, European Championship.
ELITE
comprehends sportsmen of the SENIOR category who have had good results at milestone competitions such as the Olympic Games, the World Championship, the European Championship; the admission to the ELITE category is valid for two years.
YOUTH
represents gifted sportsmen who are already taking part in international competitions and are preparing medium term sport events for three or four years.

The IWUF's application for Chinese Martial Arts to be recognised by the International Olympic Committee (IOC) was prepared in Hong Kong in November 1998. The IWUF was accepted into membership of the General Assembly for International Sports Federations (GAISF) in 1995, which is the first step. The second step to reach the criteria set by the IOC is to have Wushu represented in a minimum of 73 countries, spanning 4 continents. At the 4th World Wushu Championships and Congress held in Italy 1997, it was reported that the IWUF have 78 countries in membership, spanning all continents (Asia, North America, South America, Europe, Africa and Oceanic States). Mr Ray Smith and Peter Warr met the Sports Minister of China, Mr. Wu Shaozu, who is also President of the IWUF and Chinese Olympic Committee, to prepare the final step; the letter of Application to the IOC of which Mr Smith had a great input. The application will be considered at a IOC meeting in early 1999. We have to wait for a final decision that Chinese Martial Arts will become recognised as an Olympic Sport.

Our long and painful dispute with the International Traditional Karate Federation (ITKF) over the IOC recognition has finally been settled. Now it is time to make peace and work together to move karate-do forward into the 21st century. Participation in the Olympics will certainly transform karate. Our next mission is to make sure that karate maintains its honor, technical integrity and traditional values so that our ancient art will be accepted and respected as a constructive member within the greater family of sports. Karate is a sport cultivated by the Eastern culture and tradition, and has much to offer the youth of the world in building strong bodies, minds and spirits, as well as developing character, compassion and humanity. Joining the Olympic family means that karate accepts Olympism as its guiding philosophy. Such thought might upset some “traditionalists.” However, believe it or not, this had already occurred in the early 1900s. Let me explain…

In order to promote the Olympic Movement, the International Olympic Committee (IOC) may recognise as International Sports Federations (IFs) international non-governmental organisations administering one or several sports at world level and encompassing organisations administering such sports at national level.

Recognition of the International Federations (IFs)
In order to be recognised, these organisations must apply the Olympic Movement Anti-Doping Code and conduct effective out-of-competition tests in accordance with the established rules. The recognition of IFs newly recognised by the International Olympic Committee (IOC) shall be provisional for a period of two years or any other period fixed by the IOC Executive Board. At the end of such period, the recognition shall automatically lapse in the absence of definitive confirmation given in writing by the IOC.
As far as the role of the IFs within the Olympic Movement is concerned, their statutes, practice and activities must be in conformity with the Olympic Charter. Subject to the foregoing, each IF maintains its independence and autonomy in the administration of its sport.
