" Wall " The Regional Capital In the year 2000, Atyrau will celebrate it 400th year of existence. Some hundreds of years ago the site where Atyrau stands today wash washed by the waves of the magnificent Khvalynsk Sea (Caspian). Gradually, the sea receded further and further to the south collecting along with it the waters of small rivers and lakes and the waters of the mighty River Zhaiyk. More and more people appeared on the banks of the river. The river which abounds in fish with the surrounding forests and good pastures was a suitable place for camping by the nomadic tribes. In 1640 the trader Mikhailo Guryev and his brothers with the help of Astrakhan voivode (governor) placed at the mouth of the Zaiyk River a wooden stockade which stood for the protection of the rich fish catch of the large fishing industries. On the higher ground away from the stockade other structures were built; around the stockade, settlements of fishermen started to appear. That was how the town of Yaitsk or Nizhny Yaitsk, to be precise was established which was so-called until 1708 (Verkhny Yaitsk is what is now Ural). The local people named the town Uishuk. Before the revolution Guryev was a fishing and trading town. Along the Ural River stood well built houses decorated with wooden laces. In winter the town was isolated from the rest of the world by snowstorms and snowdrifts. Communication with Astrakhan and Ural were only restored in the summer.

I Hi ! Welcome to the site devoted to the city of Atyrau, the regional center of Atyrau region. It is located at the beautiful (but rigorous!) part of our planet - at the Ural river's outfall of the Prikaspiy plain, on the Caspian Sea beach. You can find it on the map of the West Kazakhstan. Regions' and city's history counts many centuries. Originally it was mentioned in III-IV B.C. The city itself was founded in year 1640. Our land is harsh, but generous. The Caspian Sea and Ural river are very rich on the "red" fish and "black" caviar, oil and gas. That's why the emblem of the city include sturgeon and oil derrick. The modern Atyrau is the major hydrocarbon region of the Kazakhstan. It's also very big center of oil and gas production. Now it became very profitable place on the investment market. Its caviar is widely known all over the world. Regions millennial history include many famous events and heroes. They are held sacred in the people's memory.

Sub-Regional Women’s Summer Camp “Kazakhstan-97” August 4-10, 1997 Almaty, Kazakhstan The UN “Gender in Development” Bureau in cooperation with the Association of Business Women of Kazakhstan, for the first time in the history of the women’s movement in Kazakshtan, have organized the Sub-regional Women’s Summer Camp for the women-leaders from the Central Asian region. The Women’s Camp had the following objectives:
  • create a favorable environment for self-realization of women; study the scope of subjects to increase gender awareness; study history and practice of the international women’s movement consolidate women in the struggle to solve their existing problems.
The participants included representatives from the government and non-government organizations from each oblast of Kazakhstan. The staff members of the GID units from Uzbekistan, Kyrgyzstan and Tadjikistan were also involved in the work of the Camp. The Camp was conducted in a form of workshops on gender related issues. The following topics of gender studies were intensively covered during the week of the Camp:

The Politics of Education in Kazakhstan

Teachers College, Columbia University Topic of Research My research focuses on the Politics of Education in Kazakhstan. In particular, I address the following three distinct but interdependent questions: 1) How and why does a regime that gives strong preference to titular nationals reshape its curriculum? 2) To what extent and how does such a policy promote streaming of members of different ethnic categories into different educational trajectories? 3) How do the interaction of 1) and 2) affect the likely careers and cultural standing of non-titulars? Building on the results of my dissertation research, Schools and History "In Transition" The Case of Kazakhstan examining policy and instructional changes in the teaching of history, I expand my study of politically relevant education to concentrate on how policies at the secondary level, while also examining the primary and tertiary levels, create processes that lead to ethnic sorting and educational stratification resulting in different educational and career outcomes. Hypotheses of the study:
  • The content of politically relevant education helps explain the characteristics of recruitment opportunities and struggles between titular nationals and non-titulars. Ethno-national educational policies create ethnic stratification and segregation within secondary and higher education propelling the development of two systems of education - one favoring ethnic Kazakhs, and the other serving the minority populations within Kazakhstan. The existence of unequal recruitment tracks inside of Kazakhstan force those excluded to look outside of Kazakhstan for educational and career opportunities.

    l ast up date February 03 2002 About our Library Acknowledgement T he Pushkin East-Kazakhstan Regional Public Library is one of the oldest in Kazakhstan. On March 20, 1986 in the spirit of the Ust-Kamenogorsk Duma members, sent into exile by the government from central cities of Russia, E. Mikhaelis, O. Kostyurin, A. Fedorov a free Library-reading hall was established. Book collection mostly consisted of city intelligentsia and political exiles’ private books, who apart from the books contributed money to replenish the collection. By the end of 1898, i.e. two years after the Library was established, the book collection included 830 books, 384 issues of 33 titles and 428 customers. Now the Library is a large information and cultural center in this region. Among its customers were such well-known persons as Pavel Bazhov, Alexander Volkov, Nikolai Petrovsky, author of the famous “Dictionary of Russian names”, E. Permitin, an outstanding Soviet writer, G. Grebenshchikov, a Siberian writer who emigrated afterwards, oldest Kazakhstan writer N. Anov, writers of our region- I. Kuznetsov, D. Cherepanov, K.Kaisenov, M. Chistyakov and others. During this century the Library witnessed a lot, but whatever happened there was always friendly, optimistic and creative atmosphere inside

April 09 The most serious outbreak of fighting between India and Pakistan occurred on this date at the Rann of Kutch in Gujarat, along the Arabian Sea. Since the area had not been marked since Partition, both India and Pakistan accused one another of trespassing, sparking sporadic confrontations.
