    KENTUCKY TEACHER AND ADMINISTRATOR CERTIFICATION
    The Kentucky General Assembly has enacted alternative routes to teacher and administrator certification for persons who have demonstrated exceptional work and/or educational experiences. The Education Professional Standards Board (EPSB) is the state agency that establishes standards and procedures for the alternative route options. The EPSB provides technical assistance to qualifying individuals who have potential as educators in Kentucky schools, to local boards of education, and to institutions of higher education in implementing these options.     Robert F. Sexton has been the Executive Director of the Prichard Committee for Academic Excellence since its creation in 1983. A Louisville native, he also has been the Deputy Director of the Kentucky Council on Higher Education, an administrator at the University of Kentucky, a professor of history, and a high school teacher.
    A 1964 graduate of Yale University, Sexton earned a Ph.D. in history from the University of Washington and was a Visiting Scholar at Harvard University in 1992 and 1994. The Louisville Courier-Journal wrote that Sexton is Kentucky's "incomparable public policy advocate." He has been recognized widely for involving the public in education, including the Charles A. Dana Award for Pioneering Achievement and honorary degrees from Berea College and Georgetown College.
    Dr. Sexton was a founder of Kentucky's Governor's Scholars Program and the Commonwealth Institute for Teachers. He is the founder and president of the Kentucky Center for Public Issues, publisher of The Kentucky Journal , and served as chairman of the Carnegie Center for Literacy and Learning in Lexington. He serves in numerous Kentucky leadership positions. He is on the boards of the Long-Term Policy Research Center, the Kentucky Institute for Education Research, and is co-chair of Northern Kentucky University Partnerships Steering Committee.

    High-Stakes Assessment And Accountability Systems
    focus questions project samples related projects Overview In this environment of high-stakes assessment, the Assessment and Standards Development Services program at WestEd is providing a full range of assessment-related services. For example, ASDS staff provide consultation to state policymakers (e.g, governors, State Boards of Education, and superintendents of instruction) on assessment policies and practices. In addition, we are providing specific support services to state departments of education and state associations for their high-stakes assessment programs. This includes assessment development work, administrations of assessments, facilitation of performance-based assessment task scoring, as well as analysis and reporting of assessment results. We also provide a range of technical support services including bias review, equating, and standard setting. Currently, ASDS staff are providing support to high-stakes statewide student and teacher assessment systems in California, Kentucky, Nevada, Oregon, Pennsylvania, and Utah.
