Domestic Preparedness
The Public Health Service will also set up Metropolitan Medical Strike Teams (MMST) in each of the original 120 cities designated in the Nunn-Lugar-Domenici Amendment, which receive partial funding from the Nunn-Lugar-Domenici Program. To date, 47 cities have Metropolitan Medical Strike Teams in place. Metro Medical Strike Teams respond on the request of local authorities in charge of the incident. The MMSTs' focus is mass medical treatment and mass decontamination ability. They also facilitate coordination between area medical facilities to assure efficient use of available resources. MMSTs are 129 person teams divided into three groups, each consisting of 43 people. The MMSTs have a diverse makeup, consisting of physicians, nurses, paramedics, EMTs, HAZMAT technicians, and law enforcement officers

National Organizations Helping States
The National Governors Association (NGA), the National Crime Prevention Council (NCPC), and the Family and Youth Services Bureau (FYSB) of the U.S. Department of Health and Human Services are each currently coordinating multi-state, multi-year initiatives aimed at better aligning state-level policies for youth. Combined, the three initiatives are working with 17 states. Two states, Iowa and Kentucky, are involved in all three initiatives and seven states are involved in two.
NGA's Youth Policy Network
NGA started its Youth Policy Network (Colorado, Illinois, Iowa, Kentucky, Louisiana, Massachusetts, New York, Oklahoma, Wisconsin, Wyoming) in the spring of 2000. The network is a ten-state, two-plus-year initiative designed to help states improve outcomes for youth through youth development strategies. NGA provides technical assistance and covers travel and meeting expenses for representatives from the ten participating states. Thomas MacLellan, policy analyst for NGA, said the network was started in response to a need voiced by officials at the state level. And, while there is no one cause for the increase in energy aimed at state-level youth policy, federal shifts such as the Workforce Investment Act of 1998 and new Temporary Assistance to Needy Families (TANF) programs have encouraged state agencies to rethink the way they are providing and coordinating services. "Everybody — state agencies, issue-oriented organizations, funders — had a different understanding of what they wanted," he said. "And, it all fits nicely in the rubric of youth development."

Why Preservation is Smart Growth: Top Ten Preservation Smart Growth Issues in Kentucky Preservation is inherently smart growth since it respects the existing fabric and infrastructure of our cities, towns and rural areas. Any smart growth initiative must include preservation as an integral part its development strategy. The following list addresses the salient issues related to the role of preservation in smart growth in Kentucky.
  • Planning Commissions should be aware of the destructive role that single-use zoning has played in historic downtowns, rural areas, and even in suburbs. This type of zoning does not allow residential space above downtown buildings and does not allow mixed-use areas, where one could walk to the store, the bank, and to other services. Service areas are divided from the residents who need them. Consequently, a car is needed for everyday routine activities, and suburban areas are robbed of easy access to amenities. Also, downtowns are robbed of continuous traffic that would allow for daytime and nighttime vibrancy.
  • Protection of farmlands and battlefields is an important priority of smart growth. Not only does this protection provide pleasant open space for recreation and visual impact, but it also preserves the heritage and way-of-life for many Kentuckians.

    The Challenge to Cities
    Mayor Jerry E. Abramson of Louisville, Kentucky, on the global economy . . . Today, no cityno matter how small, no matter where it is locatedand no stateno matter whether it is agricultural or industrialcan divorce itself from the impact of the global economy. Whether it is Nebraska wheat, Washington timber, West Virginia coal, Iowa corn, or Kentucky thoroughbreds, the market for those products is as much overseas as it is domestic. States and cities are actively seeking foreign investments, and actively playing a role in opening foreign markets for their local products. Competition among states and cities is fierce for these investments and markets. The last two decades show why. In the 1970s, American cities began to lose manufacturing jobs as corporations went global and began to locate plants abroad. The early 1980s were the coup de grace. When I became mayor of Louisville in 1986, our city was reeling from the impact of the 1981-82 recession, when we lost 30,000 manufacturing jobs. My first priority was to restore jobs and a vibrant economy to our metropolitan area. We needed to become competitive, and quickly. We had to recognize the new reality of the global economy, seek investment, and expand markets abroad for our businesses.

    KENTUCKY The Rural Context For Transportation Consultations Kentucky is the 14th smallest state in the U.S. in land area, 24th largest in population, and 22nd most densely populated. However, approximately 65 percent of Kentucky's population and jobs, and 98 percent of the land is non-urban. Approximately 91 percent of Kentucky's roads are rural. Federally owned lands are 4 percent of the state's land area. Demographically, Kentucky's non-urban population is predominately white (95 percent). The proportion of Kentucky's non-urban adult population did not graduate from high school is the highest of all states and the proportion who did graduate from college is the third lowest. The 21 percent of Kentucky's non-urban population who are poor is higher than in almost all other states. About 41 percent of the state's non-urban population is in non-working age groups (28 percent 18 years or younger, and 12 percent 65 years or older). Governmentally, Kentucky has 120 counties, a fairly large number compared to many other states. The state also has 431 municipalities, but no towns or townships. Kentucky ranks near the middle in terms of the number of sub-county governments. Kentucky does not have any federally recognized Indian tribes.

    Background and Objectives of the State Housing Policy Legislation During the 1996 legislative session, the General Assembly found and declared it to be in the public interest to establish a state policy on housing. On January 11, 1996, Governor Paul E. Patton signed the act known as the Commonwealth of Kentucky Housing Policy Act of 1996. Section 1 of the Act sets the following objectives:
