A Guide to Native American Studies Programs
in the United States and Canada
    Robert M. Nelson, Editor
Eight years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the

Report Addresses Electric Utility Restructuring Issues for Local Governments
The Department of Energy and the Urban Consortium Energy Task Force have issued a report that addresses electric utility restructuring issues of concern to local governments, such as the impact competitive forces can have on tax-based revenue streams. The report's four sections cover aggregation of customers under traditional franchise authority; a step-by-step approach for evaluating franchise powers; methods for soliciting alternative power suppliers; and the obstacles and benefits to using a community franchise to aggregate power customers. The report, "Community Franchise Study, An Option for Local Governments Facing the Challenge of Electric Industry Restructuring," reminds officials that local governments are important stakeholders and have significant power and authority to help move the restructuring process forward in a manner to benefit their customers. According to the report, "elected officials, planners and citizens need to develop a thorough understanding of the issues in order to participate in discussions in their states, and to position their communities for whatever markets might be created." Louisiana - A State Unit Study This mini unit on LOUISIANA uses the cross curricular approach to education. There are several activities from different academic subjects for you to choose from. One of the most important things is to have fun! Below are some activities to help you study LOUISIANA. You may choose to do all, some, or none of the activities. You can also alter the activities to better suit your individual child's needs. Some of these activities overlap each other, choose the one you think that you and the children will enjoy most. The main point of this unit is to make learning about LOUISIANA and enjoyable for all who are participating. Louisiana's State Flag The design consists of the pelican group from the state seal, in white and gold, and a white ribbon bearing the state motto, "Union, Justice, and Confidence", on a field of a solid blue. Flag adopted 1912. Create a State "Infodesk": Before you begin this unit you may want to set up a research area. Place a desk or table in front of a bulletin board area. This will be where you can place relevant books, magazines, photographs, posters, newspaper articles, maps, scrapbooks, games, puzzles, computer software, task cards, travel brochures, etc. that you collect. Print a blank map of the state, or draw one on tag board, that you can place on the bulletin board. As you study the political and physical features of the state, have the children fill in the name of the state capital, large cities, and major geographical features. Color the map using different shades for varying elevations.
