STATE EDUCATION ACCOUNTABILITY SYSTEMS
Historical Profiles
More recent accountability profiles are available from the Consortium for Policy Research in Education Introduction Alabama Maryland ... North Carolina Introduction The Resource Center on Educational Equity of the Council of Chief State School Officers (CCSSO), in collaboration with the New England Comprehensive Assistance Center, has developed profiles of state education accountability systems. They are comprised of information about
  • statewide content and student performance standards statewide student assessments criteria to determine whether schools and school districts are in need of improvement or eligible to receive rewards how school and district performance is publicized the provision of rewards to schools and school districts actions at the local level to assist schools in need of improvement achieve satisfactory status actions at the state level to assist both school districts and schools in need of improvement to achieve satisfactory status corrective actions where schools or school districts in need of improvement have not made adequate progress or failed to meet other criteria for improvement
Several states have developed accountability systems on their own initiative, as part of their state school improvement planning. However, the standards, assessments, and other actions and processes referred to above also are required under Title I of the Elementary and Secondary Education Act as amended by the Improving America's Schools Act of 1994. As reflected in these profiles, some states have integrated implementation of these requirements with their statewide accountability systems while others have separate systems in whole or in part.

Kentucky's Family and Youth Services Centers
Break New Ground
When teachers at Fairdale High School in Kentucky became concerned about a 14-year-old girl (whom we'll call Wanda), they turned to the school's new Youth Services Center. The center is one of 37 new school-based social service centers in the Louisville area, and one of 373 Family Resource and Youth Service Centers statewide created by the comprehensive 1990 Kentucky Education Reform Act. Wanda is a bright girl with a young child. She lives with her mother, more than 10 miles from school. At this crisis point, Wanda's home was filled with tension. She regularly left the house with her child late at night against her mother's wishes. Then she came home too tired to catch the school bus the next day for the long ride to Fairdale. Concerned about Wanda's severe attendance problemseven though Fairdale has a program specially designed for young parents, male and femalethe school wanted to intervene before they lost her. Concerned Intervention Dan Clemons, Fairdale's Youth Services Center coordinator, convinced Wanda and her mother to come in for some meetings. He arranged ongoing psychotherapy for the distressed young woman. During the course of their conversations, the therapist discovered that Wanda was a victim of sexual abuse from within the family.

Now that summer is over and Fall is just around the corner, many KSHA members begin to think about completing their continuing education credits for the calendar year. The KSHA Office and Continuing Education Committee have been receiving lots of phone calls and e-mails related to CEU questions and concerns. It’s great to hear from KSHA members with CEU questions! We would like to reduce confusion concerning continuing education and the various licensing boards and agencies. Please read the summary below to help you navigate the CEU jungle! ASHA (1-800-498-2071) awards the Certificate of Clinical Competence in Speech-Pathology and/or Audiology to those who complete the Master’s degree, a successful Clinical Fellowship Year, and pass the national exam. ASHA does not require documentation of continuing education hours for renewal of the certificate. BUT WAIT!! – that will be changing. Beginning Jan. 1, 2003, ASHA will require documentation of continuing education hours for renewal of an Audiology CCC. Beginning Jan. 1, 2005, ASHA will require documentation of continuing education hours for renewal of a Speech-Language Pathology CCC. The certification renewal period will be every 3 years.
