What No Child Left Behind Means for Your Child The No Child Left Behind law may offer your child a free ticket to a better education. Start here to learn what benefits the law may provide for your child and your school. By Terry Nagel, GreatSchools.net Staff Your child may be eligible to move to a better school or could receive free tutoring under the landmark education bill that President Bush signed into law in January 2002. Your school could qualify for grants to attract top-notch teachers and to turn every student into an avid reader. But your child and your school may not receive the full benefits of the law if you don't ask for them. A little-known secret of the No Child Left Behind (NCLB) act is that parents are the ultimate enforcers of the law. The U.S. Department of Education doesn't have the personnel or the budget to make sure that all of the nation's 92,000 schools comply with NCLB's complicated regulations. Eugene Hickok, the government's undersecretary of education, explained, "Our job will not be to pass judgment on the quality of state standards or the quality of assessment based on those standards." Hickok said that, to a large degree, the key to the enforcement of No Child Left Behind will be parents who pressure schools to give their children the options provided by the federal law. Background
Kentucky has very limited public school choice and no charter schools or other choice programs. A 1990 law gives parents limited authority to remove their children from a public school. The law was enacted after the Kentucky Supreme Court had ruled in June 1989 that the state's entire system of public education was unconstitutional because resources were not allocated equally among schools. The 1990 law, concerned mainly with school organization and accountability guidelines in dealing with this decision, permits students to withdraw from an assigned public school if state authorities deem the school a failure. Students are not allowed to choose the public school to which they will be transferred.

Schools Kentucky Education Reform Act In 1990 Kentucky became the first state to aggressively implement comprehensive education reform. The Kentucky Education Reform Act (KERA) addresses curriculum, governance, and finance in public education, grades K-12. This program has become a model for many other state and local programs throughout the country. Among its many features, KERA uses a performance-based assessment system, requires school-based decision-making councils, and ensures funding for equal access to quality education. Kentucky ranks in the top five in the U.S. for setting high academic standards as rated in Education Week, 2000
