Dr. Jane V. Fitzpatrick, a native of Hazard, brought more than 20 years of legal experience with her when she became the University's general counsel on July 1, 2001. As chief legal advisor to MSU President Ronald G. Eaglin and other campus administrators, she serves as a member of the President's Cabinet and the Administrative Council. Dr. Fitzpatrick has been a practicing lawyer since 1980, spending most of the time as partner in private practice. She also was an assistant public advocate for the Commonwealth of Kentucky and has experience in both state and federal courts at trial and appellate levels. Her special interest areas include education, employment and civil rights law. A former adjunct instructor at the University of Kentucky College of Law, Dr. Fitzpatrick is licensed to practice in the Kentucky and U.S. Supreme courts, U.S. District Court for the Eastern and Western Districts of Kentucky, as well as the U.S. Sixth Circuit Court of Appeals. A former teacher in the Perry County schools, Dr. Fitzpatrick is an honors graduate of the University of Kentucky in secondary education and in law. She is married to MSU alumnus James Fitzpatrick, a music specialist in the Fayette County schools. They have three children.

Kentucky's Vital Statistics General Information
The Government of the Commonwealth of Kentucky kept no birth or death records prior to 1852. The first vital statistics law, passed by the Kentucky General Assembly in January, 1852, required the Auditor's Office assessors of the tax to record births, marriages, and deaths each year as they assessed property for the tax. The Auditor's Office never did the job well, and constantly complained about this additional task assigned it. This vital statistics law was repealed in 1862. The original lists, returns, and certificates of births, marriages, and deaths which survive are in the State Archives. They are arranged by county and are for the years 1852-1859. Between 1862 and 1911, when the present Office of Vital Statistics was established, several attempts were made to again require the recording of births, marriages, and deaths at the state government level. Some records for 1874-1878 survive as a result of a second vital statistics law. A few scattered records exist for the years 1860-1873 and 1879-1911. These records, arranged by county and date, are also in the State Archives

Course Objective Latin I by satellite uses Ecce Romani I , the innovative, reading-based, Latin-language course. Students learn Latin by actually reading it and discovering for themselves the shapes of words, the structures of grammar, and vocabularies. The story line follows the daily life and adventures of the Cornelii, a typical Roman family in the years A.D. 80-81, and the readings familiarize students with Roman culture at the same time that they build rapid facility with the Latin language. The course offers study of the Latin language, incorporating listening, speaking, reading, and writing skills, word building, English derivatives, Roman culture, and classical mythology. Learning activities of each chapter will require the use of the Internet; Latin vocabulary with English derivatives, oral Latin chapter readings, quiz wizards, crossword puzzles, graphic and multimedia presentations for reviewing grammar. Successful study of Latin will provide the student with an improvement in his/her SAT scores and English grammar and spelling skills, as well as a tool for learning other languages. Objectives:

The Physics course offers students a general preparation in physics. While the appropriate use of mathematics is employed to most efficiently describe natural phenomena, a considerable effort is made to apply physical principles to everyday phenomena. In this way the course serves a dual role in that it will prepare students for a more mathematically intensive college physics course while making the principles learned more meaningful and useful in everyday life. The new workshop format of this course relies heavily on a CD-ROM provided as a part of the course materials and access to computers to run this software. This course may be taken on a full-year schedule, or in a block schedule, one-semester format.

What is the Model United Nations?

Model UN programs have been in existence for more than forty years serving to teach students the history, politics and foreign policies of various countries through role-playing. Students begin to understand the importance of the United Nations in the world today. They become familiar with major international problems and issues and experience the give and take of diplomacy as they attempt to pass resolutions. In addition, the model provides an opportunity for students to learn parliamentary procedure and to improve their public speaking skills. At the IUS conference, students are assigned, two to a delegation, to one of the fifteen countries in the UN Security Council to debate issues and pass resolutions. Awards are given to the best delegate and delegation of each Council and the best position papers written on each agenda topic. The experience is a win-win situation for students. Does state regularly conduct its own data collection? Yes. Kentucky adopted a six-year plan in 1992 and updated it in 1994 and 1996. A new plan with two-year goals went into effect this year and will be updated in 2000. The new plan calls for $297M to be spent from 1998-2000. Kentucky annually monitors districts' progress in meeting the state's technology goals. Yes. Kentucky requires districts to report "unmet needs" for technology to the state every year. These reports detail the districts' progress in meeting state technology goals and provide data on schools' computers, peripherals, and use. Kentucky also collects data quarterly on local-area networks, e-mail, and Internet traffic. FINANCIAL COMMITMENT Did state fund technology in FY 98?

Toyota Makes UpLIFTing Contribution to Kentucky Schools To help "LIFT" students' computer skills, Toyota contributed $50,000 for an information technology program in the Boone County and Walton Verona School Districts in Kentucky. The Local Initiative for Technology (LIFT) program benefits students who live near Toyota's new parts center in Hebron. "Just as our new parts center strengthens Toyota's commitment to North America, this donation strengthens Toyota's commitment to education in our new home in Boone County," says Jane Beseda, North American Parts Operations vice president. and general manager for Toyota Motor Sales. The goal of the LIFT program is to establish a comprehensive information technology curriculum in kindergarten through 12th grade. The donation will be used to purchase computer equipment. The $85 million North American Parts Center - Kentucky (NAPCK) is Toyota's largest parts center in the world. It's the equivalent of 18 football fields - and houses 3 million parts. The center, which became fully operational in July, 2001, employs more than 350 people. NAPCK processes and stocks parts from more than 375 North American suppliers, primarily for repair and service of Toyota vehicles built at our plants in Kentucky, Indiana, California, and Ontario, Canada.

FRANKFORT, Ky. (Tuesday, September 14, 1999)Attorney General Ben Chandler announced today the creation of a $225,000 two-year reading program that will benefit over 1200 children in seven elementary schools in Knott, Breathitt, Floyd, and Jefferson counties. One $112,500 grant will be used at McDowell and Osborne Elementary Schools in Floyd County; Rousseau and Marie Roberts-Caney Elementary Schools in Breathitt County; and Jones Fork and Beaver Creek Elementary Schools in Knott County. The goal of the grant is to raise the reading abilities of children in Kindergarten through Second grades. Parents will also be included in the reading activities. The second grant of $112,500 will be used at McFerren Elementary School in Jefferson County through a joint venture with the University of Louisville. This project, for both parents and students, includes an innovative strategy of family nights which will focus on how to enhance literacy in the home. Chandler said,"It has been clear through research and test results that although significant progress has been made, Kentucky needs to improve its focus on reading skills. These reading programs are a unique opportunity to make a difference in the lives of children and their families by helping them improve their reading skills."
