Any private, parochial or church schools, wishing to pursue Certification from the Kentucky Board of Education (KBE) will comply with the follow the process. PART I describes the process available to non-public schools serving students preschool through the 12th grades. This does not apply to schools that serve students who are only in preschool or preschool and kindergarten or a stand-alone kindergarten. PART II describes the process available to preschools, preschools and kindergartens and stand-alone kindergartens. PART I 1. Kentucky Web Links Title II / TQ Efforts Kentucky defined three goals for their teacher quality enhancement: Objective 1: Create a new teacher assessment and support system. Objective 2: Develop a Kentucky Teacher Academy System. Objective 3: Create a teacher supply, demand, and quality data system. Although Kentucky did not receive Title II monies, it has made progress in areas related to new and experienced teacher assessment and support, teacher preparation, and certification. Since 1985, the Kentucky Teacher Internship Program (KTIP) has supported new teachers through a mentoring committee. This committee includes the principal, a resource teacher, and a teacher educator from a college or university that is assigned to each new teacher. The committee meets with the new teacher four times annually and completes individual observations. Additionally, the resource teacher spends fifty hours of out-of-class time with the new teacher. The resource teacher receives a stipend of $1,400. The new teacher must complete the teacher preparation tests and the KTIP to receive a professional certificate. New Teacher Standards for Preparation and Certification have been benchmarked to provide more detailed information concerning novice strengths and improvement needs. Students may pursue a master's degree in special education with a concentration in learning and behavior disorders, learning disabilities, mental retardation, moderate and severe disabilities, several behavior disorders or vision impairment. Report Examines KERA Goal for Teacher Quality in the Commonwealth Contact: Stephen Clements which was prepared by Stephen Clements, an assistant professor in the Department of Educational Policy Studies and Evaluation at the University of Kentucky, outlines mounting national evidence of the importance of teacher quality to student performance. "As social research has repeatedly demonstrated, the socioeconomic status of children’s parents has the greatest impact on their achievement levels," Dr. Clements reports. "This study reaffirms that perennial conclusion but finds teacher quality is only slightly less influential in its impact on achievement." For example, the report cites a National Commission for Teaching and America’s Future (NCTAF) study which found that home and family factors explained 49 percent of the variance in student achievement on grade 3 to 5 math test scores while teacher qualifications explained 43 percent of the variance. Kentucky teachers, according to the report, have significantly higher levels of graduate education than the national average, score above state and national averages on the ACT college admissions test, and, on average, have higher grade point averages than required by the colleges of education they enter. Graduates of Kentucky teacher training programs also score at the national average on "core" knowledge and skills and in a number of disciplines, but they lag behind the national average in as many as a dozen disciplines.

Rogers( From Foresight , Vol. 7, No. 2 published 2000 Because teacher shortages are predicted, alternative routes to certification now offered by the Kentucky Education Professional Standards Board (EPSB) may become increasingly important. One possible route is based on exceptional work experience. The EPSB approved the first application for this alternative route to certification in July 1998 and has since approved another 21 applications. Approved applicants are issued a provisional certificate upon satisfactory completion of the Kentucky Teacher Internship Program. They are required to have: 10 years of exceptional work experience in the area for which certification is sought a bachelor’s degree with a minimum grade point average (GPA) of 2.5 on a 4.0 scale an offer of employment at the secondary level (grades 9-12) in a school district an application for certification, submitted jointly to the EPSB by the applicant and the hiring school district. A recent EPSB review of this route to certification, including interviews with the 22 teachers approved and their supervisors, found that 13 or 59 percent are men, who are usually outnumbered three to one in the field. On average, these newly certified teachers are 45 years old, and have an undergraduate GPA of 3.0. The majority, 16 of the 22, hold a master’s degree or higher; one has a doctorate.
