English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

From the ERIC database Teacher Certification. ERIC Digest 11. TEXT: Teacher certification is the education system's process for assuring that public school teachers possess minimum qualifications. Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.

SUMMARY OF TEACHER QUALITY LEGISLATION The Kentucky Department of Education and the Education Professional Standards Board has made considerable progress during the interim to improve teacher quality. Standards for new and experienced teachers have been established; Performance-based standards for teacher preparation programs have been initiated; Great strides have been made in policing the teaching profession by removing certificates from those who should not be in the classroom, and, the Department of Education has begun a variety of activities to enhance the on-going professional development of teachers. Kentucky has good teachers. However, if Kentucky is to continue to lead the nation in education reform an adequate supply of quality teachers must be assured. A Task Force chaired by Representative Harry Moberly and Senator David Karem was appointed by Governor Patton to study the issue of teacher quality during the interim. The Task Force was instructed to find ways to improve the way Kentucky trains and prepares new teachers. And equally as important, how to improve the quality of professional development and support that is made available to our current teachers.

Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing. Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
