, an African-American came to Paducah from Tennessee with a dream to build a school for African American students in western Kentucky, and in 1909 West Kentucky Industrial College was established. At one point, the institution was the second largest African-American junior college in the United States. In 1938 West Kentucky Industrial merged with Kentucky State College and offered teacher training.
The institution has undergone numerous changes since that time; however, it still maintains its original mission of serving minorities. Its mission has been expanded to include a very diverse student population. Societal changes in the 1960's brought an increased enrollment of non-African American students to the campus. My West Kentucky chronicles the history of the West Kentucky Technical College from 1909 -1999.

Gateway Community and Technical College In the spring of 1997, the Kentucky General Assembly mandated the reform of post-secondary education in Kentucky. As a result of this legislation, the Kentucky Tech system became part of the Kentucky Community and Technical College System (KCTCS). This initiative also called for the establishment of Gateway Community and Technical College . Gateway combines the talents and resources of the three post-secondary technical schools that have served Northern Kentucky since 1939. The schools are located in Covington, Edgewood, and Highland Heights. Gateway Community and Technical College offers training in 26 programs with 32 majors (diplomas), 62 minors (certificates), and associate degree programs. In addition to traditional offerings the college partners with Northern Kentucky University, Thomas More College, Dayton, Covington and Newport Independent School Districts, the Covington Community Center and Forward Quest to deliver education to the citizens in the urban center of the region through the Urban Learning Center. Cincinnati State Technical and Community College Cincinnati State , with an enrollment of more than 12,000 students, offers a student-friendly environment with a faculty dedicated to meeting the needs of business and industry. Americans with Disabilities Act Carl D. Perkins Vocational and Technical Education Act The Carl D. Perkins Vocational and Technical Education Act (the Perkins Act) governs about a billion dollars in federal vocational education appropriations annually. Formerly known as the Carl D. Perkins Vocational and Applied Technology Education Act, the Perkins Act was reauthorized and amended in 1998 (4). Because much of the Perkins Act is written in terms of recipients' obligations throughout their vocational education programs, the act's mandates reach far beyond its funds, to leverage about nine times as much in state and local appropriations. Just about every school district and community college receives Perkins funds and is subject to Perkins requirements.
A. Funding, Targeting, and Flow Through
At the secondary education level, Perkins funds flow through states to local education agencies (LEAs), and through them to vocational programs. The funding formula targets funds to LEAs with high poverty rates and high proportions of students with disabilities. There are three types of secondary vocational settings: (1) comprehensive high schools that have some students participating in vocational education, while others are not; (2) vocational high schools where all students participate in a vocational program; and (3) regional/area vocational schools serving a group of suburban or rural districts, each of which contributes some or all of its Perkins and other vocational funding to the school. Postsecondary vocational education consists largely of public community colleges and private, for-profit ("proprietary") schools. Perkins funds - and obligations - go to community colleges and vocational-technical institutes.

Kentucky's Office for the
Americans with Disabilities Act Section 504 and Anti-discrimination Principles Section 504 of the Rehabilitation Act of 1973 prohibits discrimination on the basis of disability in federally funded programs. This section was modeled on Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972. Title VI prohibits programs receiving federal funds from discriminating against students on the basis of race or national origin; Title IX does so on the basis of gender. Section 504, Title VI, and Title IX all apply to school-to-work systems and programs. Students who are limited-English proficient are also protected by the Equal Educational Opportunities Act of 1974, which requires educational agencies to take action to overcome language barriers that impede equal participation by students in instructional programs.

The partnership between the Cabinet for Workforce Development’s Department for Technical Education and the Kentucky Community and Technical College System (KCTCS) allows technical education students to simultaneously enroll in high school and community and technical colleges. It also simplifies course transfers from high school technical programs to KCTCS. This partnership includes all of the systems’ major program areas - information technology, business technology, health careers, construction technology, automotive technology and manufacturing technology. “Kentucky Tech students now have the opportunity to earn KCTCS credit while in high school, transfer that to any of the 28 community and technical colleges and not miss a beat in their education,” said the governor.

    THE HOSPITAL THE COMMUNITY
    Jackson is a small, friendly community. The hospital sometimes uses the tag line of "Kentucky River Medical Center ... where your neighbor may be your nurse." Community spirit prevails in Jackson, where most people are involved in their churches, civic organizations and schools. Though Jackson was once a booming coal town, coal now plays a secondary role in our local economy. City and county leaders throughout the region have been successful in bringing new industry to the area, such as Trust Joist McMillian, one of the world's largest processed-wood manufacturing plants. The plant is located 20 miles outside of Jackson and provides over 150 jobs to residents in Breathitt and neighboring counties. Jackson is also home to one of Kentucky's two National Weather Service Offices. The state's five-year plan includes approval to increase Kentucky Highway 15, to four lanes. The highway stretches 90 miles from Campton, through Jackson, all the way to the Virginia border. RECREATION Situated in the foothills of the Appalachian Mountains, Jackson is an outdoor-lovers paradise, where camping, hiking, fishing and hunting opportunities abound. Kentucky is very well-known for its beautiful State Parks. Natural Bridge State Park is about 40 minutes north and Buckhorn Lake State Park is about 40 minutes south. The Breathitt County Honey Festival is held annually during Labor Day Weekend. Crafts and entertainment by local residents have drawn record crowds over the years and attracted guests from many areas of the country. Eighty miles northwest of Jackson is Lexington, home of the University of Kentucky Wildcats. Basketball is king in Kentucky, from the UK Wildcats all the way to the local high school level. Lexington also has seasonal Thoroughbred racing at Keeneland, several large malls, nice restaurants, major hotels and an airport.
