Abuse of Women and Children Government should do everything possible to end the abuse of women and children. The enforcement of restraining orders should be a priority of the government. Abusers should face the maximum possible punishments and should receive life prison sentences for repeat offenses. Airplane Security Guns should not be allowed on airplanes, not even in the possession of pilots or marshals. Anyone whose job deals directly with national security should be a federal government employee. Alcohol Sales of alcohol should be legal in all states, cities and counties and the legal drinking age should be 16 with parental or judicial consent or 18 otherwise. American Bar Association Judicial Review The ABA should be reinstated as a filter for judicial nominees. Community Policing Police officers should live in the areas that they patrol as much as possible and should spend more time on the beat and less time in cars or in offices. This is one of the best ways to help alleviate crime, police brutality and mistrust of law enforcement. Community Rights Communities have the right to know when violent criminals move into their neighborhood, but they do not have the right to deny legally-obtained housing to criminals who have served their sentences.

Mr. Ashcroft was the keynote speaker at Ohio Attorney General Betty Montgomery's victims' assistance conference. About 1,400 people who work with victims of violent crime attended the conference, billed as the largest of its kind in the nation. Last month, Sens. Jon Kyl, a Republican from Arizona, and Dianne Feinstein, a Democrat from California, introduced the bipartisan victims' rights proposal in the Senate. President Bush has endorsed it.

National Law Journal - September 28, 1998 IT WAS AN interesting week for privacy rights advocates. People could learn more than they may have cared to know about President Clinton's personal life, as the independent counsel's report was published on the Internet, on CD-ROM and in print. But, last week, when it came to two issues that directly affect many high-tech companies and plain-old telephone users, there was heartening news for privacy advocates. On Sept. 17, the administration extended the right to export "strong" encryption products beyond financial institutions to other industries, including insurance companies and health organizations. The relaxation of controls on encryption software will help ensure the privacy of international electronic communications in some areas. The extension of the license to export strong encryption is a meaningful, if small, victory for the high-tech industrythe result of nearly six months of negotiations between industry leaders and Congress. Law enforcement, however, is concerned that criminals will be able to communicate electronically without fear of detection. The debate goes on.

Background
Early in the process of negotiating the Rome Statute, States and nongovernmental organizations (NGOs) realized that the draft did not incorporate the lessons learned from the International Criminal Tribunals for the Former Yugoslavia and Rwanda on the creation of a gender-sensitive court. They therefore pressed for the incorporation of provisions in the Rome Statute that addressed the full range of gender-based crimes against humanity and war crimes. In addition, they examined how to ensure that victims and witnesses, including victims and witnesses of gender-based crimes, are treated in a manner that does not re-traumatize them. As well, they ensured that people with expertise on gender-based crimes and those with an understanding of the needs of victims or witnesses of such crimes will be included among the judges and staff of the ICC.

Report of the Independent Expert In the early 1990s, the Sub-Commission appointed a special rapporteur to consider the right to restitution, compensation and rehabilitation of gross violations of human rights and fundamental freedoms and to prepare draft guidelines on this question. Between 1993 and 1997 three versions of basic principles and guidelines were prepared (see E/CN.4/Sub.2/1993/8, 2 July 1993, section IX; E/CN.4/Sub.2/1996/17, 24 May 1996; and E/CN.4/1997/104, 16 January 1997). At its 1998 session, the Commission adopted resolution 1998/43 in which it noted with interest the positive experience of countries that had established policies and adopted legislation on the question and called once more upon the international community to give due attention to the right to restitution, compensation and rehabilitation for victims of grave violations of human rights. In that same resolution, the Commission established the mandate of an independent expert to prepare a revised version of the draft basic principles and guidelines and to submit the revised daft to the Commission on Human Rights at its 1999 session, with a view to adoption by the General Assembly.     The U.S. Supreme Court soon will take up a California case that could affect every American Indian tribe in the United States. At issue is how far the reach of county and state law enforcement can extend onto reservations. Tribes and tribal groups across the country are filing amices briefs or watching nervously, saying the court under Chief Justice William Rehnquist has been putting states' rights above tribal sovereignty.
