The federal government defines learning disabilities in Public Law 94-142, as amended by Public Law 101-76 (Individuals with Disabilities Education Act-IDEA): "Specific learning disability means a disorder in one or more of the basic psychological processes involved in understanding or in using language, spoken or written, which may manifest itself in an imperfect ability to listen, think, speak, read, write, spell, or to do mathematical calculations. The term includes such conditions as perceptual handicaps, brain injury, minimal brain dysfunction, dyslexia, and developmental aphasia. The term does not include children who have problems that are primarily the result of visual, hearing, or motor disabilities, or mental retardation, emotional disturbance, or of environmental, cultural, or economic disadvantage." Although the definition in federal law governs the identification of and services to children with learning disabilities (LD), there are variations between states and among school systems. In an attempt to clarify the identification, some states specify an intelligence range. Others add a concept of a discrepancy between potential and achievement, sometimes quantifying the discrepancy using test scores. These slightly different "yardsticks" are indicative of a lack of clear consensus about exactly what learning disabilities are (p.99).

$8.7 Million in Special Education Grants Awarded for New Centers to Study Reading, Behavior and Learning Disabilities
The U.S. Department of Education today announced a package of more than $8.7 million in special education grants to establish nine centers to study issues related to reading, behavior and learning disabilities. Centers will be located at the universities of Kansas in Lawrence; Nebraska in Lincoln; North Carolina in Charlotte; Oregon in Eugene (two); South Florida in Tampa; Texas in Austin; and Wisconsin in Madison; and at Vanderbilt University in Nashville, Tennessee. Of the nine projects, six will focus specifically on improving reading skills and behavior among students in grades K-3, while a seventh will coordinate the evaluation of the effectiveness of the centers. Another center will target learning disabilities, while still another will work to identify effective practices to meet the needs of very young children especially, infants, toddlers and pre-schoolers with or at risk for behavioral problems.

Special ed before gifted
There are gifted children getting bored with their work and launching paper airplanes towards the nearest target. There is the majority of the classroom wanting this learning show to get on the road. Then there is the teacher who is overwhelmed by additional numbers of special needs children in the class. Children the teacher will likely feel compelled to spend extra time with, while the quality of education for the whole class slides down a slippery slope.
Look at the math and the problem becomes bigger. Over 3,000 special needs children in Ottawa will be displaced by the loss of 50 teachers. Now add almost 4,000 children that are still waiting to be assessed as being special needs. This is a potential of nearly 7,000 children facing a serious loss of support.
Most special education classes in secondary schools disappear without the teachers. More than 1,500 elementary school kids are losing their special education resource teachers.

An Overview
Denial and Anger When the possibility first arises that your child might have a disability, try to learn as much as you can. If you find yourself getting defensive and denying that there might be a disability, it'll only delay help. Information is key.
Prevent Parent Burnout Preventing Parent Burnout should be priority reading for every parent of a learning disabled child.
It's Not too Early Public school districts (in the U.S.) are required to offer special services to those in need from the age of three. Don't wait until kindergarten before you approach your local school district to see what services might be available for your disabled child.
Get Second Opinions If your child has been diagnosed with something you feel unfamiliar with and unprepared for, please consider getting a second opinion. The specialist that's chosen can make all the difference in how your child is treated.

Special Ed or Inclusion Every decade the trend seems to change on whether a separate special ed class works best, or if inclusion in the "regular" classroom is optimum.
