    The tiny principality of Liechtenstein announced Thursday that it was bringing a case in the World Court against powerful Germany for violation of national sovereignty. Foreign Minister Ernst Walch summoned the German ambassador, Reinhard Hilger, to Vaduz from his embassy in Bern, Switzerland, to give him the news, the government said in a statement. Liechtenstein, with a population of 32,000, has been furious with the government of its 82 million neighbors to the north since 1999, when a leaked German intelligence report alleged that the picture-postcard principality was an international money-laundering center. It was reported that German agents eavesdropped on businesses in Liechtenstein through one of its monitoring centers in Germany's southern Black Forest. The respected German weekly magazine Der Spiegel said the 30-page intelligence report alleged that Latin American drug bosses, Italian Mafia and Russian organized crime acted under the protection of a close-knit web of senior Liechtenstein government officials, judges, politicians, bank directors and financial advisers. Despite its size and lack of natural resources, Liechtenstein is one of the world's richest countries, primarily because of its thriving financial services sector. A number of international reports in recent years have named the principality as a haven for money laundering. New laws tightening controls on banking came into force Jan. 1.

    E-mail: historikerkommission@uhk.li Liechtenstein Sues Germany before the International Court of Justice On June 1, 2001, Liechtenstein instituted proceedings before the International Court of Justice against Germany concerning decisions of Germany to treat property belonging to Liechtenstein nationals as German assets seized for purposes of reparation as a consequence of World War II. Liechtenstein’s application requested the Court to declare that Germany has incurred international legal responsibility and must make appropriate reparation to Liechtenstein for the damage suffered. Such reparation will be determined in a separate phase of the proceedings if the parties do not reach an agreement.

The government formally decides on this maximum number at least once a year. Up to this maximum, the government os obliged to issue as many residence permits as may be required. Every year 28 residence permits fo economically active EEA citizens will be available that is to say, if there is demand for that number, Liechtenstein must issue residence permits to 28 economically active EEA citizens. Should there be applications for more than 28 residence permits, Liechtenstein is under no obligation to issue additional residence permits. For economically non-active EEA citizens there will be 8 residence permits for every year, that is to say, Liechtenstein must, if there is corresponding demand, issue residence permits to 8 economically non-active EEA citizens. Where more than 8 residence permits are applied for, Liechtenstein is under no obligation to issue additional residence permits. The law does not in fact provide for making further exceptions for economically non-active EEA citizens outside the quota. However, the government is of course free to issue further residence permits.

    General Information
    Liechtenstein is a tiny Principality on the east bank of the Upper Rhine, doubly landlocked between Austria and Switzerland. It occupies a mere 160 square kilometres, making it the world's fifth-smallest sovereign state: only Vatican City, Monaco, San Marino and Nauru are smaller in area than Liechtenstein. 30,000 people live in Liechtenstein, of whom 39 per cent are foreigners with permanent residence. Eighty-seven per cent of Liechtensteiners are Roman Catholic. The capital is Vaduz and the largest town is Schaan. Liechtenstein comprises two districts: the Lowland (Schellenberg) near the river and an Upland (Vaduz) in the Alps. It has 11 local government districts (communes) and one ski resort (Malbun). The official language is German. The areas known as Vaduz and Schellenberg within the Austrian Empire were first united in 1719 to form the Principality of Liechtenstein. When Napoleon invaded in 1799 he made Liechtenstein part of the Confederation of the Rhine, thus detaching it from the Austrian Empire and making it sovereign.  The current democratic constitution took effect in 1921.  From the 1930s, the Ruling Princes took up permanent residence in their Principality - until then they had lived in Austria and often served as high Austrian officials.  In World War II, Liechtenstein avoided starvation thanks to Switzerland, which agreed to include it in its rationing system. The post-war period saw a remarkable industrialisation, which helped transform Liechtenstein into one of the world's wealthiest countries.

    March 7, 2003 COUNTRY DESCRIPTIONS: Switzerland is a highly developed democracy. Liechtenstein is a democratically run constitutional monarchy. ENTRY REQUIREMENTS: A passport is required for travel to both Switzerland and Liechtenstein. A visa is not required for U.S. citizens for stays of up to 90 days in either country. For more information on entry requirements for both countries, travelers may contact the Embassy of Switzerland at 2900 Cathedral Avenue, N.W., Washington, D.C. 20008, telephone (202) 745-7900, or the nearest Swiss Consulate General in Atlanta, Chicago, Houston, Los Angeles, New York, or San Francisco. Additional information for both countries is available at http://www.swissemb.org. In an effort to prevent international child abduction, many governments have initiated new procedures at entry/exit points. These procedures often include requiring documentary evidence of relationship and permission for a child to travel, if the parent(s) or legal guardian is not present. Having such documentation on hand, even if not required, may facilitate entry/departure. DUAL NATIONALITY: U.S. citizens who are also considered by the Swiss Government to have Swiss citizenship may be subject to compulsory military service and other requirements while in Switzerland.
