The future shape of the livestock industries in Scotland will be driven by the market environment, subsidy structure and social expectations. Animal health and welfare can be expected to feature significantly in each of these. Either in the form of consumer demands influencing the market or as policy requirements for the “general good”, there will be steady pressure to improve the health and welfare status of our national herds and flocks. Concerns over animal welfare have already had a considerable influence on the development of animal production systems over the last 10-15 years. Sociological research indicates a widespread empathy with animals within the EU, and it is likely that animal welfare will continue to be a major factor influencing political and commercial decisions on the development of livestock production for the foreseeable future. Set against this positive societal and political attitude towards animal welfare, there is a real danger that increased welfare standards will make EU animal products uncompetitive, and “drive” livestock production outside the trading block. This scenario, sometimes referred to as “exporting of cruelty”, is of no benefit to the EU or to the animal as lower costs of production in non-EU countries may well come at the cost of lower welfare standards.

· The organic movement proposes a radical reassessment of our approach to disease, with a shift away from relaince on medical treatment and biosecurity to the positive development of healthy animals that will resist disease.
· Though partly masked by the use of drugs, in almost every respect modern livestock production is promoting pathogens rather than animal health, and health policies are addressing the symptoms, not the causes of ill-health. (p.3)
· Animal health is deteriorating; there are new diseases, falling fertility, high drug dependency and susceptibility to epidemics. (p.4)

NOTES
This publication is in three parts. The first is a Code of Recommendations for the Welfare of Livestock: Animal Health and Biosecurity. This has been prepared following consultation and is issued with the authority of the Scottish Parliament under section 3 of the Agriculture (Miscellaneous Provisions) Act 1968. The second and third are not part of the Code. They are guidance for official visitors to farm properties and recreational users of farmland, pending the planned introduction of a Scottish Outdoor Access Code. Section 3 of the Agriculture (Miscellaneous Provisions) Act 1968 allows "the Ministers" to produce codes of recommendations for the welfare of livestock and to issue such codes once they have been approved in draft by the Scottish Parliament. In relation to Scotland, the powers of "the Ministers" had previously been transferred to the Scottish Ministers by section 53 of the Scotland Act 1998 (1998 c.46).

Organic livestock are fed, housed and looked after with a great deal of attention focused on their welfare. Organic farmers make sure that the animals have bedding (usually straw) and have lots of space to move around. By taking good care of the animals and feeding them well with a natural diet they have a much healthier life. This is in great contrast to the terrible conditions factory farmed and intensively reared animals live in. Standards have been set which aim to keep livestock in good health by promoting good standards of animal welfare, appropriate diets (herbivores should never eat animal proteins) and good day-to-day care. If animals are ill, the farmer must make sure they are treated properly. Antibiotics and other medicines are sometimes used but only when there is no alternative treatment available or where they need to save an animals life or reduce its suffering. if treatment has been given, no product from the animal can be sold as organic for some time after the medicine was used. Very often, farmers use homeopathic treatments to help keep their animals healthy. The organic approach is a "preventative" approach by providing a better environment for the animals in the first place.. Organophosphorus pesticides can never be used to treat animals which are sold as organic.

INTRODUCTION
A study aimed at identifying research priorities and the constraints to the maintenance of high standards of animal health and welfare on organic livestock farms in the UK has been conducted over two phases: Phase 1: A postal survey of organic producers registered with the UK Soil Association was conducted during 1995-96 Phase 2: A follow-up study, using the results of the postal survey and case-studies is currently being undertaken. This paper will focus on the methodology adopted. A full description of the results of the first phase has been reported by Roderick et al.
PHASE 1: A POSTAL SURVEY
Methodology
Postal questionnaires were sent to 270 soil associations registered organic farmers. Closed questions were included covering specific enterprise practices. Producers' perception of disease was established by scoring a range of common diseases. Open ended questions were included to record producer comments. Descriptive analyses were conducted on the survey data.
Results
A 'useful' response rate of 52 percent was achieved. The survey revealed trends in farm type e.g. by species (Figure 1), altitude, less-favoured area status and period under organic production. Key livestock management and husbandry techniques were described and variations between farms were identified. Generally, the producers did not perceive major animal health problems in their herds/flocks. Producers' perception of disease was similar to that expected in conventional systems. An example of the health assessment of dairy herds is given in Figure 2. A wide range of health control methods were commonly practised. This is demonstrated in Figure 3, which shows the use of a combination of antibiotics, homeopathy and other methods to control mastitis in dairy herds.

10. Health and welfare of livestock
Recent years have seen a sharp rise in demand for organic animal products. As one of the important tenets of organic farming is to provide all livestock with good living conditions in keeping with their natural behaviour and needs, it must be accepted that consumers naturally assume that organic livestock enjoy high standards of welfare. In this context, animal health is a crucial factor in welfare, the consumption of medicines and the incidence of zoonoses. The means of continuing to provide for the health and welfare of livestock are therefore an important factor in promoting organic food production. A series of recommendations as to the means of improving the health and welfare of livestock in organic livestock production in future are set out below.
10.1 Review of practices and standards
Organic animal husbandry is generally characterised by high standards of health and welfare, but practical experience shows that there is an unacceptably wide variation amongst herds and flocks. The organic principles state that "as far as possible, diseases in animals shall be prevented by selecting the breeds and strains of livestock, housing, feed ration etc. which are appropriate for the organic system of production used on each holding". However, adapting housing and breeds and strains is a very long-term undertaking and the management of the farm is in itself crucial and often has more effect on the health and welfare of the animals. Thus, careful planning and a sound basis for management decisions are important elements in improving the health and welfare of livestock.

Organic and biodynamic livestock production have the potential to significantly improve animal welfare.
Organic and biodynamic livestock production have the potential to significantly improve animal welfare. An example of this can be seen through the selection of animals that are free from specific health problems associated with some breeds, do not require surgical treatments and are adapted to local conditions, and through management practices that cater for the animals’ needs. The question remains: can farmers maintain high standards of animal health and welfare and comply with the ‘Organic and Bio-dynamic Produce Standard’? Globally research is being conducted in the areas of animal stress, behaviour and welfare (which are usually, but not always linked). One of the greatest challenges is finding ways to manage livestock that minimise the stress they experience and promote good health and welfare. Theoretically it should be possible, but in reality it is extremely difficult to achieve, and that is why there are some real challenges for organic and biodynamic producers who rely mainly on management techniques for maintaining high standards of health and welfare in their animals.

Return to Main Menu Emergency Animal Disease Response Agreement Detailed information regarding the Emergency Animal Disease Response Agreement and information on diseases and disease issues affecting cattle can be found at http://www.aahc.com.au/ The Emergency Animal Disease Response Agreement (previously known as the Cost Sharing Deed) was signed off by all industry and government parties in March 2002 . The Agreement was formally launched by the Minister for Agriculture, Fisheries and Forestry the Hon Warren Truss MP at a National Press Club televised luncheon in Canberra on March. The Agreement is a world-first, and means that in the event of an exotic disease outbreak there will be no confusion or guesswork regarding how a response will be managed and how the costs of the response program will be split between government and industry/s.
A previous agreement existed covering only 12 diseases of importance to the livestock industries, ignoring newer and potentially more devastating diseases such as BSE. Importantly, the agreement also did not formally allow the livestock industries in be involved in decisions regarding any proposed response to a disease outbreak.
Negotiations on a new and more relevant agreement commenced in 1997 under the management of Animal Health Australia. The final agreed document now covers 63 diseases split into four categories of government/industry cost sharing. Category 1 is funded entirely by the collective governments; Category 2, 80% government and 20% industry; Category 3, 50% by both government and industry; and, Category 4, governments 20% and the relevant livestock industry/s 80%. In the event of a disease outbreak the limit of industry cost sharing liability will be 1% of the gross value of production (GVP).

Background
The LINK Sustainable Livestock Production programme is jointly sponsored by the Department for Environment, Food and Rural Affairs (Defra) and the Scottish Executive Rural Affairs Department (SERAD), with further support on a project-by-project basis from Biotechnology and Biological Sciences Research Council (BBSRC), the Economic and Social Research Council (ESRC) and the Department of Agriculture and Rural Development for Northern Ireland (DARD). The aim of the programme is to initiate collaborative, pre-competitive research and technological development projects so that UK livestock production can maintain its economic competitiveness - with due regard for animal health and welfare, and environmental concerns - thereby contributing to both the wealth and the Health of the Nation (The Health of the Nation: A Consultative Document for Health in England. The priority areas of the programme are:
