    Animal Health Research comprises basic and applied studies on infectious and noninfectious agents that impair the normal state of the living animal body and/or that affect the performance of vital functions. This includes research to improve the health of domestic livestock, poultry, aquatic animals and other income-producing animals and to facilitate the effective prevention of diseases in both domesticated and wild animals, which, if not controlled, would endanger the livestock and poultry industries.
    Also included is research to minimize transportation and handling losses; monitor the suitability of animals and animal products for human use; protect public health through control of animal diseases transmissible to humans and improve methods of controlling the birth of predators.
    Studies are classified as Animal Health Research if the studies relate directly to the health of a target livestock, poultry or aquatic animal species and includes laboratory studies, research on animal care as it relates to livestock health and well-being, investigations of metabolic diseases and reproductive diseases including endocrine dysfunctions such as anestrus. Application of molecular biology to animal health problems is included.

    DIAS, Foulum
    DIAS has until recently particularly dealt with the research in healthy animals, and the institution has a broad expertise in the areas of breeding and genetics; physiology and nutrition; production systems and production management, and behavioral and stress biology. Animal breeding and genetic research focus on new and efficient methods for the selection of genetic changes in the various species, so that they meet the demands of the future with regard to productivity, product quality, constitution, reproduction, health and the general welfare of the animals. In physiology and nutrition research focus is on optimization of the welfare and health of the animals including the interaction between nutrition, production, health and welfare. The superior aim of research in production systems and production management is provision of knowledge and tools, that may contribute to a competitive production system considering economy, resource utilization, health and welfare. Production systems have for several years been investigated in selected herds, and housing and other building designs are evaluated at the Research Center of Bygholm. Here the focus is on behavior and stress biology, mapping of the behaviourial requirements of the species, the behavioral and stress-physiological reaction patterns, and the relations to genotype, care and handling of animals, housing conditions and production levels.

    Royal Society recommendations:
    The Panel recommends that the Canadian Food Inspection Agency (CFIA) develop detailed guidelines describing the approval process for transgenic animals intended for:
      a) food production or
      b) other non-food uses
    Furthermore, the Panel recommends that CFIA encourage work with the Canadian Council on Animal Care (CCAC) to engage the scientific community in the development of appropriate scientific criteria for assessment of behavioral or physiological changes in animals resulting from genetic modification. (It is anticipated that applications for GM animals will occur within the next 10 years. It would be advisable to develop the decision process and criteria for each step of the process. (The process could then be challenged with a test case) The Panel recommends that the approval process for transgenic animals include a rigorous assessment of potential impacts on three main areas:
      a) the impact of the genetic modifications on animal health and welfare;

    MANDATE Pursuant to Act No. 3639 creating the Bureau of Animal Industry (BAI) January 1, 1930 and Executive Order 292 Administrative Code of 1987, BAI is mandated to perform the following tasks:
  • Shall formulate long and short-term programs for the development and expansion of the livestock, poultry and dairy industries to meet the requirements of the growing populace;
  • Recommend specific policies and procedures governing the flow of livestock products through the various stages of marketing, as well as the proper preservation and inspection of such products;
  • Coordinate and monitor the activities and projects relating to livestock and allied industries;
  • Prescribe standards for the quality of manufacture, importation, labeling, advertising, distribution and sale of livestock, poultry and allied industries; and
  • For its own sector, recommend plans and programs, policies, rules and regulations to the Secretary of Agriculture and provide technical assistance in the implementation of the same.
