AMHERST The inclusive-style classroom may be denying elementary school special needs students the attention they require and the education they deserve, according to some local teachers. But an analysis of available data gives a different picture. Now only one question remains: which method of grouping is most effective in helping students, with and without disabilities, to achieve their expected goals? IDEA requires that disabled students be placed in a setting that constitutes the "least restrictive environment." In other words, the government calls for disabled students to be educated with those who are nondisabled, to the maximum extent appropriate. However, teachers such as Mary Donovan, a fourth-grade instructor at Crocker Farm Elementary School in Amherst, say the law is often misinterpreted. The "least restrictive environment" isn’t always the regular classroom for special needs students, Donovan said.

Staff writer of The Christian Science Monitor NEW YORK The United Charter School is designed to serve 1,200 children in a low-income neighborhood in Baton Rouge, La. It is widely supported by area residents, who are almost entirely African-American. It's in compliance with the Louisiana state charter law. STAYING FOCUSED: First-graders keep pencils moving at Philadelphia's Harambee Institute for Science and Technology. Public charter schools like this one provide an alternative to regular public schools, but some are starting to face charges that they don't meet federal civil rights rules.
MELANIE STETSON FREEMAN - STAFF/FILE Yet the school's doors remain shut. The reason: United Charter runs afoul of a federal desegregation order requiring a racial balance in the parish's public schools. The US Department of Justice argues that the school will not attract enough white students. The case has created a situation some call absurd. "You won't find 10 people in this parish, black or white, who are in agreement with what's being done," says Jim Geiser, one of United's organizers. The United Charter imbroglio is just one facet of a larger problem of regulatory conflict. Charter schools are given great latitude on regulation in exchange for results. But the need to comply with often-costly federal civil rights requirements on racial balance and children with disabilities may prove to be a serious threat to the school-choice movement.

A radiologist is on staff one morning each week. All other times, x-ray films must be transported 65 miles to be interpreted by a radiologist. The goal of this project is to form a radiology network to share radiologists for on-site needs and to provide 24-hour teleradiology service by 2002. ECPH will link with the hub located at Richardson Medical Center, a 49 bed acute care hospital, in Rayville. Rural residents requiring medical attention will be benefit from faster x-ray interpretations, reduced unnecessary transfers and increased staff availability. This project will benefit approximately 2,981 residents.
