Overview
The state government's use of telecommunications technology is highly decentralized, with no overall coordinating strategy. Each state department or agency is responsible for its own level of commitment to information technology and for procuring funds to sponsor that commitment. The Office of Telecommunications Management maintains the Louisiana Wide Area Network, a network service that provides state agencies with hardware, software, and support. Agencies pay an initial fee to connect to the network as well as monthly subscription fees. A 1994 article on telemedicine rated Louisiana as one of the five most advanced states in telemedicine technology. At that time telemedicine efforts appeared to be driven by the private sector without the involvement of state government. However, legislation (1995 La. SB 774) is now under way to create a coordinating council on telemedicine and distance learning.

Public access
Efforts within the legislature (1995 La. HB 2159) and the governor's office have resulted in a plan to create the Louisiana Database Commission to oversee the collection and distribution of electronic data pertinent to state business and public welfare. The commission will ensure that public records and other data are available to state agencies and other interested parties in a cost-effective way. It will also encourage cooperation among public entities and private individuals, businesses, and nonprofit corporations to develop, enhance, and share databases.

It is important for educators to teach about Vietnam, and to do so in an accurate and systematic manner. However, most Social Studies, English as a Second Language, and multicultural teachers have little, if any, specific training in Vietnamese language, culture, or history. While Vietnam's recent openness, economic progress, and official U.S. recognition has brought Vietnam back into the news, there is still a lot to learn about this country with a rich culture heritage and a diverse population. Therefore, the College of Education at the University of New Orleans and the Louisiana State Department of Education, with the support of Orleans, Jefferson, and St. Mary's Parish Public and Private Schools, propose a Language and Area Studies International Curriculum Development Seminar to Vietnam, entitled "Understanding Vietnam: An International Curriculum Development Project."

Home Research Master's Faculty ... Links K-12 Schools Mr. Gordon Mengel Gordon, Kentucky's "Aquaculture Educator," works with K-12 teachers across the state. He assists teachers in:
a) providing students with a greater awareness and understanding of aquaculture
b) motivating students to learn and improve math and science skills through an applied "problem-based" approach and
c) exploring with students the potential of aquaculture as a profitable agricultural activity in Kentucky. Aquaculture School Activities Expanding Teaching aquaculture courses, and development of experiential learning activities in aquaculture, have been rapidly developing at the secondary school level. Scattered over different regions of the Commonwealth, 47 high schools and vo-ag programs currently have aquaculture activities. These efforts are extremely important for increasing awareness of aquaculture among young Kentuckians while their minds are still open to new enterprises.   • 1a. Dr. Deidre D. Labat, Vice President for Academic Affairs chairs the PK-16+ Council.
    1b. At present, there are 33 members on the Pk-16+ Council.
    1c. The PK-16 Council is comprised of 32 representatives of K-12 schools, higher education, and the local community.
    1d. There were three meetings of the full PK-16+ Council, with each meeting averaging two hours.
    1e. We anticipate that there will be about four full meetings of the PK-16+ Council that will be about four hours in duration.
    By June 2002, the PK-16+ Council, composed of 32 representatives of K-12 schools, higher education, and the local community will meet on at least four occasions to recommend systemic levers for implementation during Fall 2002 to increase the number of teachers who pass the Praxis examination and decrease the number of teachers who leave after their first two years of teaching. 2. The PK-16+ Coordinator will assume the role of change agent as proposed activities to enhance the teacher preparation program are implemented. She will coordinate those efforts, making sure that they are in direct response to issues raised by the Council and are timely reported to the Council. The Coordinator has access to the Vice President for Academic Affairs and is charged by her to involve the College of Arts and Sciences faculty and the Partner (K-12) School District in the activities to enhance teacher preparation.

    The question is often asked, Are there special schools for gifted children? For highly gifted children? But there are few answers. This list attempts to be an answer, but comes with many caveats.     More Money for Schools, Less Consensus on Allocations
    The issues highlighted during the 1997 regular legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas indicate state government echoed the public's concerns about the quality of K-12 education. With budget surpluses adding as much as $14.2 billion to 1997 state coffers across the nation, according to a September report in the Washington Post, states gained flexibility to invest more in public programs, including education. At the same time, some legislative actions sought to expand public choices in schooling. Lawmakers in all five states increased public school budgets, with Arkansas standing out by devoting nearly half its annual budget to K-12 education. Except for New Mexico every state in the region increased teacher salaries or placed teachers on salary schedules that reward years of experience. Other educator-focused laws require criminal-background checks for people seeking certification as Arkansas and New Mexico school personnel and enhance professional development opportunities for Texas teachers and Louisiana school administrators. It seems lawmakers recognized that a high-quality school work force is necessary for improving public education, and they crafted policies to achieve that end.
