GENERAL INFORMATION
Louisiana's top science and mathematics students from junior high and high schools across the state will participate in the U.S. Department of Energy's (DOE) Louisiana Regional Science Bowl on February 22, 2003 , at the University of New Orleans. The regional competition, sponsored by DynMcDermott Petroleum Operations Company, is the precursor to the National Science Bowl conducted each spring by the DOE. This year's national competition will be held at the National 4-H Conference Center in Chevy Chase, Maryland, May 1-5, 2003 The state level science bowl, as with the national one, are academic competitions between teams of students who answer questions on topics such as biology, chemistry, physics, astronomy, earth and computer science and mathematics. The teams are comprised of four students, one alternate, and a teacher who serves as an advisor and coach. The National Science Bowl was initiated in 1991 by the DOE to highlight National Science and Technology Week and to create interest in science in high schools. DOE's nation-wide academic competition, modeled after a program developed at Argonne National Laboratory, promotes the study of science and mathematics and showcases those students who excel in those fields. The National Science Bowl has been endorsed by the National Education Association, the National Association of Secondary School Principals, the National Association of Elementary School Principals, and the American Federation of Teachers.

General Information HISTORY OF McNEESE STATE UNIVERSITY McNeese State University was founded in 1939 as a division of Louisiana State University offering only the first two years of higher education. Originally called Lake Charles Junior College, the name became John McNeese Junior College in 1940 by resolution of the University Board of Supervisors in honor of a pioneer Southwest Louisiana educator. The institution advanced to four-year status and separated from L.S.U. in 1950 and was renamed McNeese State College; and its administration was transferred to the Louisiana State Board of Education. Act 138 of the 1970 Louisiana Legislature gave the institution its present name, McNeese State University. McNeese gained significant recognition in 1954 through admission to the Southern Association of Colleges and Schools, the highest accrediting agency in the United States for such schools in the South. McNeese State University is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (1866 Southern Lane, Decatur, Georgia; Telephone number 404-679-4501) to award associate, bachelor, master, and specialist degrees.

Major General Charles F. Duchein leads a dual military/civilian life which has carried him through a vigorous business career and through thirty-four years of Marine Corps service. His Marine Corps career began when he was appointed a Marine Second Lieutenant upon graduation from Louisiana State University in 1936. He returned to civilian life in 1937 and volunteered for active duty prior to World War II. His combat record includes island assaults on Roi Namur, Tinian, Saipan, Leyte in the Philippines, and Iwo Jima as Assistant Operations Officer and Chief Air Observer of the 4th Marine Division. He returned to inactive duty in 1946 as a Lieutenant Colonel. Major General Duchein's career in the Marine Corps reflects a variety of command assignments including duty aboard the USS Charleston, the USS Omaha, the USS Saratoga, USS White Plains, USS Bismark Sea, Commanding Officer, Air Observers Training Center; Commanding Officer, Volunteer Training Unit 8-24; Commanding Officer, 8th Staff Group; Commanding General, 4th Marine Expeditionary Brigade; Assistant Commanding General, 2nd Marine Division; Assistant Deputy Commanding General, Fleet Marine Force, Pacific; President, Marine Corps Reserve Policy Board; member of the Department of Defense Reserve Forces Policy Board; and Director, Marine Corps Reserve, Headquarters, U. S. Marine Corps.

Louisiana's Old State Capitol, the Center for Political and Governmental History continues to serve as the official State Election Headquarters for the National Student/Parent Mock Election. This is especially momentous as we celebrate the 150th birthday of the Old State Capitol. The 2000 National Student/Parent Mock Election is set for November 2, 2000. "Ballots not Bullets ... Votes, Not Violence" builds on the theme from 1996 National Student Parent Mock Election. This theme continues to fulfill the Old State Capitol's mission to provide today's younger generation a chance to learn that their POWER is not through violence, but through the American democratic process. The National Student/Parent Mock Election allows students in grades K-12 to personally execute their voting privileges by casting their vote for the office of President, U. S. Representatives and on key national and local issues. An additional focus for 2000 will be to provide students with the "skills" and avenues that can be used to express their views and opinions to their elected representatives. In 1996, over 500,000 Louisiana students participated in the National Mock Election. In 2000, we anticipate over 750,000 registrants in this free program. Louisiana Politics

Cultural differences and individual personalities, rather than party platforms and philosophies, defined political lines in antebellum Louisiana. Conflict between Anglo and Latin residents and between northern and southern sections of the state infused most political issues. Overall, wealthy planters and their merchant allies dominated state government during this time.

This map shows the general political divisions between strongholds of Democrats and Whigs in north and south Louisiana and between Latins and Anglos in the New Orleans municipalities.

In general, the Florida parishes (formerly English and Spanish possessions) and north Louisiana supported Anglo-American candidates of the Democratic party. Many of the voters living in these areas were Protestants of English or American descent. On the other side of the political arena stood the wealthier planters and their merchant allies from the sugar parishes of south Louisiana. Primarily Catholics and native-born descendents of French and Spanish colonists, south Louisiana voters supported issues championed by the Whig party and its candidates.
New Orleans reflected on a smaller scale the statewide conflict between Anglo and Latin factions. In 1836 the city was divided into three municipalities. Democrats drew support from an immigrant and Creole coalition of Catholics in the First and Third Municipalities. The Whig party and its successor, the American or so-called Know-Nothing party, attracted Protestant, native-born Anglo-Americans who mainly resided in the Second Municipality.

Brain 'gain' as much a story as 'brain drain'
To the editor: As a recent subscriber to Business Report, I've been discouraged by your (as well as other local Baton Rouge media's) recent coverage of the "brain drain" Louisiana is experiencing ("Leaping into the real world," Business Report, May 21). I am a former long-time resident of Baton Rouge and I was hoping your publication would consider pursuing a different approach for one of your upcoming issues. My wife and I grew up in Baton Rouge and upon our graduation from LSU in 1999 we left Louisiana for New York City. After 3 1/2 wonderful years in New York, we have decided to return back home to Baton Rouge and enjoy Southern living. We are not alone. Of those in my class with whom I still regularly speak, over half plan to return to Louisiana one day. While Louisiana may not be home to a Fortune 500 company, a major stock exchange (or a legitimate form of state government), some of us choose to measure a 'quality of living' by a different set of standards. I'm not trying to argue that the population flow is heading in the opposite direction, just that there is another side to this story that has been neglected. I hope your publication is willing pursue it.
