    Luxembourg: Government The grand duchy is a constitutional monarchy governed under the revised constitution of 1868. It has a unicameral legislature, the Chamber of Deputies. The appointed advisory body, the Council of State, has some of the powers of an upper house. Luxembourg's grand duke is the titular head of state; the head of government is the prime minister, who is aided by a Council of Ministers.

    Luxembourg implements UCITS III

    The Luxembourg parliament has voted in favour of the law transposing into the national law the latest European directives on undertakings for collective investment (UCITS) adopted by the European Parliament earlier this year. As a result, the Grand Duchy of Luxembourg is one of the first member states of the European Union to tailor its legislation to the whole new European legal framework in this field, stressing thereby its determination to always offer one of the most modern regulatory and tax environments to this important sector of the national economy.     Luxembourg is the leader in Europe for the administration of investment funds in terms of net assets volume, second in the world only to the United States. This success is particularly due to a number of important factors contributing to the industry's growth: Luxembourg's favourable and well-defined legislation, development of deep competencies in the entire central administration process and the anticipation of needs with respect to distribution channels. As the first European country to adopt the EC's UCITS Directive 85/611/EEC in 1988, Luxembourg has maintained a strong leadership position in the investment fund administration sector. It is expected that Luxembourg will have a similar success with the implementation of UCITS III. Read our publication.

The constitution, proclaimed in 1868 and later amended (especially in 1919), provides for a democratic government, with legislative power vested in a unicameral chamber of deputies composed of 60 members elected at least every five years by universal suffrage of persons aged 18 and older. The sovereign (the grand duke or grand duchess) has the constitutional right to organize the government, which consists of a prime minister, who is head of the government, and at least three other ministers. A council of state, appointed for life by the sovereign, acts in an advisory capacity. The three major political parties are the Christian Social Party, the Socialist Worker Party, and the Democratic Party. The country is divided into 12 cantons, each of which is subdivided into communes. A member of the North Atlantic Treaty Organization (NATO), Luxembourg maintains a small volunteer army consisting of about 899 members.

    GOVERNMENT
    Luxembourg has a parliamentary form of government with a constitutional monarchy by inheritance. Under the constitution of 1868, as amended, executive power is exercised by the Grand Duke and the Council of Government (cabinet), which consists of a prime minister and several other ministers. The prime minister is the leader of the political party or coalition of parties having the most seats in parliament.
    Legislative power is vested in the Chamber of Deputies, elected directly to 5-year terms. A second body, the 'Conseil d'Etat' (Council of State), composed of 21 ordinary citizens appointed by the Grand Duke, advises the Chamber of Deputies in the drafting of legislation. The responsibilities of the members of the Conseil d'Etat are extracurricular to their normal professional duties.
    Luxembourg law is a composite of local practice, legal tradition, and French, Belgian, and German systems. The apex of the judicial system is the superior court, whose judges are appointed by the Grand Duke.
