Printer Friendly Version Press Releases/1997/December Ministry Of Foreign Affairs Information Department Statement of the Turkish Government Regarding the Luxembourg Summit (Accession Negotiations With Greek Cypriots) 14 December 1997 Unofficial Translation At the Luxembourg meeting of Heads of State and Government of the member states of the European Union, held on 12-13 December 1997, a decision was taken to commence accession negotiations with "Cyprus" on the basis of the unilateral application of the Greek Cypriot Administration of Southern Cyprus. Turkey deems it useful to bring the following to the attention of EU members and the international community regarding the aforesaid decision and the repercussions that will ensue: 2. The administration in Southern Cyprus is only the Government of the Greek Cypriot side. The claim of the Greek Cypriots to posses the title and attributes of the partnership, which they themselves have destroyed, cannot confer legitimacy on them. The Greek Cypriot side's attempt to perpetuate its illegal title and claims is the main reason why a solution has not been found to the Cyprus question for the last 34 years. Until a mutually acceptable political solution is freely reached between the two sides in Cyprus, it is not possible for either side to undertake any action which has international legal and political consequences for the whole of Cyprus. 3. The decision taken at the Luxembourg Summit constitutes a violation of the 1959-60 Agreements. For;

The emphasis - in descending scale - is on: rehabilitation, individual support, prevention, accessibility measures, anti-discrimination law. Since the adoption of the Rules the Government has done the following in order to initiate and support information campaigns conveying the message of full participation: In July 1993 the Government adopted a national programme for disabled persons which outlined the policy for disabled persons. In February 1995 the creation of a co-ordination committee was decided including representatives from several Ministries in order to establish principles and elaborate measures for a national programme. Legislation The rights of persons with disabilities are protected by general legislation. The judicial mechanism adopted to protect the rights of persons with disabilities is due process (legal remedy through courts), and non-judicial mechanisms including a Governmental body (administrative).

Under the constitution of 1868, as amended, executive power is exercised by the Grand Duke and the Council of Government (cabinet), which consists of a prime minister and several other ministers. POLITICAL CONDITIONS Since the end of World War II, the Christian Social Party (CSV) has usually been the dominant partner in governing coalitions. The Roman Catholic-oriented CSV resembles Christian Democratic parties in other west European countries and enjoys broad popular support. However, in June 1999, national elections ushered in a new government. For the first time since 1974, the Socialist Party (LSAP) ceded its junior coalition position with the long-reigning CSV majority to the Liberal Democrat Party (DP).
