The Local Workforce Investment Board (LWIB or board) is a statutorily derived body, comprised of representatives of business, labor, public and non-profits organizations. It is charged with setting workforce development policy for its local area. This policy is effectuated through staff at the CareerCenters.
The State of Maine is divided into four (4) regions or local areas. This region encompasses five CareerCenters, located in Calais, Machias, Madawaska, Presque Isle and Houlton. The CareerCenters are where the "rubber meets the road", so to speak.
The federal Workforce Investment Act statute requires that at least fifty-one percent of the board membership comes from the business community. The chair of the board is appointed from the business sector as well. This ensures that the board is sensitive to issues relating to business.
Local Area 1 has a diverse workforce development membership, ranging from small business entrepreneurs to large employers . Public and non-profit administrators, elected officials, economic developers and representatives of labor round out board membership. The board always strives to balance the needs of the two counties. Additionally, the board is sensitive to the differences between the two counties and makes the necessary accommodations and adjustments to ensure an equitable distribution of resources.
The board is staffed by an executive director and an administrative assistant. The staff is charged with executing the express wishes of the board. The staff is the conduit between the board and the CareerCenters.

In coordination with the Maine Learning and Technologies Initiative
This August the University of Maine will be hosting a landmark conference addressing issues relating to the 1-to-1 computer environment in education. While many Ed-Tech conferences are convened every year, and some service is done to the 1-to-1 environment, we strongly believed it was time to bring people together for a more complete discussion of the way education can change when technology is introduced into the classrooms. It is NOT enough to simply provide technology and promote its use for continuing education as it currently exists. We must take advantage of this opportunity to change the WAY we educate. The use of computers and laptops as word-processors would be a tremendous waste of this resource, yet to use computers and the Internet as we would wish, for it to live up to the potential, will take coordination and understanding by all the players and that is why we have convened this landmark international conference. This education conference has something for teachers, administrators, school board members, parents, technology coordinators, and even students.

In July 2001 and again in September 2001, the Board met with an Association of Governing Boards’ facilitator, Dr. Terrence MacTaggart, to discuss Board functioning and its strategic planning agenda for the coming year. One of the consistent themes of these discussions centered around balancing continuity in the governance arrangements for public higher education that Oregon has evolved over many decades, with the appropriate decentralization of responsibility to universities that enables adaptation to a dynamic future. It should be noted that these general concerns have been seriously deliberated by the Board’s committees in recent years and a number of changes, both incremental and substantial, have been made. Dr. MacTaggart suggested that it would be useful for the Board to review alternative system models to establish a common framework from which discussion might proceed. To that end, in the report that follows, staff has synthesized existing literature on the rich variety of American public higher education governance structures, including newer models (i.e., the public corporation), and described other recent developments. Although it is a truism, it must be said that while familiar patterns of governance repeat themselves across the 50 states, each state’s history, culture, and politics have imprinted a highly individualized design on the governance models that have evolved.

About ABFSE The ABFSE serves as the national academic accreditation agency for college and university programs in Funeral Service and Mortuary Science Education. Although its roots go back to the 1940s, the ABFSE became an autonomous agency in 1962. The US Department of Education and the Council on Higher Education Accreditation recognize it as the sole accrediting agency for academic programs that prepare funeral service professionals. There are currently 52 accredited programs in the United States and 1 candidate program. Of these programs, 15 are dedicated solely to funeral service education, while the remainder are found at mult-purpose colleges and universities. Five states, California Maine Minnesota Oregon and South Carolina , participated in the PPDP by focusing on service-learning through the lenses of policy, practice and capacity/infrastructure. The states were selected based on their experiences, commitment and leadership to move service-learning to greater levels of institutionalization at the state, district and school levels. While each state is unique, they all endeavored to:
  • integrate quality service-learning practice more fully into K-12 academic curriculum
  • reduce barriers to integrating service-learning into the classroom
  • implement policies that support and encourage service-learning at the state/territory, district and school levels
The Policy and Practice Demonstration project engaged five states to institutionalize service-learning
PPDP operated under the following assumptions:
  • Large-scale institutional change in education depends, in part, on support from state—level education leaders and policymakers.
  • States are key intermediaries in the education system.
  • States need assistance and guidance in developing more effective state and district policies supporting service-learning.
