By BART JANSEN, Portland Press Herald © 2001 Blethen Maine Newspapers Inc. WASHINGTON — Two of Maine's Indian tribes are preparing a Supreme Court challenge to state and federal court decisions that gave paper companies access to tribal documents, in a dispute that could ripple beyond the immediate fight over the quality of river water. The paper companies — Great Northern Paper Inc., Georgia-Pacific Corp. and Champion International Corp. — have fought for more than a year to get paperwork in a dispute over whether the state or the federal government will regulate water quality in the Penobscot River and other waters. Several layers of courts, including the Maine Supreme Judicial Court and the 1st U.S. Circuit Court of Appeals, have decided that the companies deserve access to the paperwork from the Penobscot Nation and the Passamaquoddy Tribe because a unique state law treats tribes like municipalities. But the tribes contend that giving outsiders access to their tribal government documents would threaten their culture and independence. Unless a settlement is reached, the tribes plan to ask the U.S. Supreme Court within three months to hear the case. "There is a fear that the tribes could be relegated to a dusty museum," said Kaighn Smith, a Portland lawyer who is representing the tribes. "The heart of the matter is public entry into the reservations — into tribal offices, tribal file cabinets and tribal files — and who governs it, state or federal law."

Maine's Acadia National Park

The most famous of the seven peaks came to be known as Mount Cadillac in honor of Sieur Antonine de la Mothe Cadillac, another early French explorer. In the course of his naval campaign of the summer of 1696, Pierre Le Moyne d'Iberville visited the Acadian settlements of Pentagoet (today Castine, Maine) and Fort Pemaquid (today Pemequid).
Pierre Lemoyne d'Iberville Webster-Ashburton Treaty of 1842 which put an end to the boundary dispute beween Canada and the United States, this community was split down the middle. Those on the right bank were to be American, those on the left Canadian.
According to the 1990 Census of the United States, of the roughly one million citizens of the state of Maine over the age of five, 336,000, or about one-third, are of French, French Canadian or Acadian origin. Of that number, approximately 80,000 use the French language on a daily basis. The intensity of this use and the vitality of the language varies greatly depending upon proximity to French Canada, community size, degree of urbanization and a host of other factors. In the first section of this website, entitled Today's Population, maps illustrate the distribution of Maine's French communities and provide insight into the vitality of the language and culture of each.
The second section, Historic Roadways, hearkens back to the historical processes which gave rise to these communities and identifies and locates the principal routes which have brought them into being. Examples of early immigrants who used these routes are provided.

A Study of Three Communities:
Athens, Rome, and Tifton
Historic preservation is good business. Through the use of the National Trust for Historic Preservation's research model, The Economic Benefits of Preserving Community Character: A Practical Methodology , the Historic Preservation Division of the Georgia Department of Natural Resources has explored the financial impact of preservation on three communities. The project was conducted with the cooperation of the Athens-Clarke County Planning Department with support from the Downtown Development Offices of Rome and Tifton Case studies for the three cities, which examine construction activity in historic districts, property values, and tourism, illustrate how preservation is helping cities and towns throughout Georgia.
The project goal was to measure the effects of preservation efforts on three local economies. The National Trust methodology calls for analysis of three types of economic activity. Construction and rehabilitation contribute to the economy through the number of projects undertaken and the dollar amount spent on these endeavors. Property tax assessments and sales figures indicate how historic properties values perform over time. Commercial activity reflects the dollars spent in a community, as well as the number of jobs created as a result of preservation tourism. Physical parameters of the study were set by choosing three communities whose economic outcomes which would be representative of many cities and towns throughout the state. Savannah, Macon, and Atlanta were eliminated from the study because of their large size, unique preservation programs, and inclusion in many previous studies. Towns greatly impacted by their proximity to state borders, or with single-industry economies, were similarly discounted.

INTRODUCTION
The Center for the Study of Federalism (CSF), founded in 1967, is an interdisciplinary research, educational and service institute dedicated to the study of federal principles, institutions and processes as practical means of organizing political power in a free society. By initiating, sponsoring and conducting research and educational programs, the Center seeks to increase and disseminate knowledge of federal systems the American and others and federalism in general, and to develop specialists in the growing field of intergovernmental relations. The Center for the Study of Federalism is one of the preeminent institutions of its kind in the world examining questions of federalism and intergovernmental relations. CSF undertakes a number of research and educational programs. The Center undertakes comparative studies of federalism and related problems, critically examines the idea of federalism in both its theoretical and practical dimensions and disseminates the results of its work. The Center conducts lectures, seminars, conferences and institutes/workshops to stimulate knowledgeable discussion about the problems and prospects of federalism and American political life in general. The Center has an extensive publications program in both comparative and American federalism as well as covenant and civil society.

A Guide to Native American Studies Programs
in the United States and Canada

Eight years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the
