James T. McKim, Principal
Mr. McKim is a co-founder of ISRG, Inc. He is a management consultant who specializes in the strategic use of information through both non-human and human means. After graduating from Dartmouth College with degrees in Computer Science and Philosophy, he spent 2 years as a Programmer/Analyst for a small software house. Then he spent several years with Digital Equipment Corporation in the corporate software support group. In his early years with that company, he assisted clients world-wide such as Alcoa, Kodak, Polaroid, NASA, Singapore Telecoms, and the Irish Department of Agriculture in their efforts to develop and maintain database information systems. He won several Excellence Awards for his efforts. Later, he helped companies such as Ford Motor Corp, MCI, Global Knowledge Network, and Boeing develop IT strategic plans for leveraging human and non-human resources. He then turned his attention to developing Digital's own internal services to help clients develop these strategies.

Most of the material pertains to requests made by people for information or help regarding potential legislation or legislation already in progress. Cases deal with a variety of issues including, most frequently, health and housing insurance, fuel and energy concerns, veterans' affairs, and farming. Legislation mentioned specifically includes the Fair Insurance Information Practices Act, S.3048 - Federal Anti-Tempering Act, and S.2784 - Major League Community Protection Act. Though many constituents are mentioned, some of the major ones include the Paralyzed Vets of America, the National Association of Legal Secretaries, Housing and Urban Affairs, the American Judicature Society, Veterans' Administration, and Parents Anonymous of Maine. Others are strictly subject files for the purpose of providing information on the current status of issues and events to the press and to the press office staff. Files also contain transcripts of and correspondence about media events. Later files are predominantly about health care reform. Other significant issues include clean air, abortion, education, rail service to Maine, ethics, housing, drugs and crime, civil rights, and the 100th Congress.
