In comparison with the previous year’s data, these percentages reflect slight increases (0.5%-3.5%). 20% of all elementary schools, 78% of all middle/junior high schools, and 100% of all high schools offered some type of language program. French programs had the largest enrollment (35%), followed by Spanish (33%), Exploratory (22%), Latin (6%), German (2%), and other (2%). Data reflect all public and private schools. New or proposed state legislation affecting language study: Proposed change (by Maine Dept of Ed) to state legislation in January 2001: By the end of the 2003-2004 school year, each LEA will address in a comprehensive education plan how it will implement the content area of foreign languages in Maine's Learning Results for all students. By the end of the 2006-07 school year, each LEA will implement standards in all content areas, unless the Commissioner of Education has approved a waiver of this requirement. (This is conditional upon full implementation of funding based on Essential Programs and Services or its equivalent.) By the 2009-2010 school year, high school graduation will be determined by student achievement of the standards in all content areas of Maine's Learning Results, based on the LEA's comprehensive assessment system in addition to other requirements as established by local policy.

Budget Woes Chill Schools "Given the state’s budget deficit it is hard to fault Governor John Baldacci’s proposal for a 1% increase in General Purpose Aid to K-12 schools," says MEA Executive Director Mark L. Gray, "but it is still hard to take." With Maine facing a $1.1 billion shortfall over its next biennial budget and a flagging economy, Baldacci froze spending for state government and higher education. Gray believes it will be impossible to increase spending levels without new taxes – and that, he says, is an uphill battle. MEA staff completed an initial analysis of the budget and its impact on education is painful. K-12 School Funding The proposed budget increase of 1% stalls any momentum on Learning Results that may exist and threatens the high quality of Maine’s schools. In more prosperous times, the State Board of Education concluded that K-12 schools needed an additional 6% in state aid to implement Learning Results standards. The 1% increase is a death knell for many programs and services as few communities will be able to make up for the loss. Local property taxes are still saturated from assuming education costs displaced by the state in the 1990s.

Washington, D.C. 20001-2079 Dear Ms. Glidden, All of us working on implementing standards in Maine schools appreciate the work the American Federation of Teachers has undertaken to raise awareness of the importance of standards in improving both student performance and public perception of our public schools. However, I regret to report that I do not find the ratings system in AFT's 1999 draft of Making Standards Matter to provide accurate or useful information about the overall quality of Maine's statewide standards, the Learning Results. Quality Standards vs. A Common Curriculum First, I must disagree with one of the basic premises of your rating process: that the more prescriptive statewide standards, the better. Despite giving lip service to the need for local instructional flexibility, your ratings criteria quite clearly equate strong standards with a common statewide core curriculum. The main rationale given for your expectations of specificity in state standards is that quality standards will be specific enough to create a common curriculum. A common curriculum is not the same as a common set of standards for what students should know and be able to do at each grade level. Standards define acceptable outcomes; the curriculum is one of the inputs.

Special Education ETEP: homepage The Extended Teacher Education Program (ETEP) and Special Education program offer a joint, K-8 special education/K-8 general education certification program. The 54-credit hour program spans approximately 14 months, from June to the following August. The two summers are dedicated to 18 credit hours in special education coursework. The academic year, August through mid-May, requires 36 credit hours for a full-time internship and supporting courses. The internship is grounded in two 16-week classroom placements, one in general education and one in special education. Interns are members of a cohort group that includes candidates earning only K-8 or 7-12 general education certifications. Students who successfully complete this program, meet the state's K-8 content area certification requirements, and pass the National Teacher's Examination, are recommended for Maine's K-8 general education initial teaching certificate, Maine's K-8 special education initial teaching certificate, and a Master of Science in Special Education degree from the University of Southern Maine.

    Palm Awards $2.3 Million in Technology Grants to U.S. K-12 Schools and Colleges
    Educators Will Study How Handhelds Affect Teaching and Learning

    CHICAGO, June 25, 2001 In its second round of grants from the Palm Education Pioneer (PEP) program, Palm, Inc. (Nasdaq: PALM) today announces it is awarding $2.3 million in Palm(TM) handheld units to elementary and secondary schools, colleges and universities to enable innovative teaching and learning, and to gain insight into how handheld computers affect teaching and learning. This research will help determine best practices for integrating handhelds into curriculum and teacher training. Palm named the grant recipients on the opening day of the National Educational Computing Conference (NECC) here at McCormick Place.
    Palm, a pioneer in the field of mobile and wireless Internet solutions and a leading provider of handheld computers, awarded grants to 87 individual K-12 classrooms and nine "research hubs" for a total of more than 175 classrooms. The first PEP grants were awarded to 15 K-12 schools in January. SRI International's Center for Technology in Learning (CTL) in Menlo Park, Calif., administers the program, and develops and conducts evaluations to study the learning uses, experiences and effectiveness of Palm handhelds for teaching and learning. "We believe that partnering with educators in doing research on the best practices and impact of handheld computers in education is one of the most important projects we can undertake," said Mike Lorion, vice president of education markets at Palm, Inc. "Research from PEP grants gives educators valuable insight into how handheld technology can be used in teaching and learning. This information helps us to create tools that evolve with the needs of education. We added new research hubs to broaden our research and also extend some studies into the college pre-service and in-service environment."

    Master of Education in Instructional Technology
    T he M.Ed. in Instructional Technology is designed to the need for graduate-level training in effective, innovative use of current and emerging technology in Maine's K-12 schools. The required coursework, research and clinical experiences are directed at producing highly marketable educational leaders who can build school capacity to continually assess and upgrade the technology available to teachers and students. The M.Ed. in Instructional Technology program is informed and guided by state and national standards, including the Maine Learning Results and the Standards for Technology in Teaching and Learning published by the International Society for Technology in Education (ISTE). ISTE is an affiliate of the National Council for Accreditation of Teacher Education, which accredits all teacher preparation programs at The University of Maine. The 39-credit hour program is offered evenings during the school year and through the summer to meet the schedules of full-time professional educators. Courses are offered statewide, both on-line and through instruction at various sites around Maine.

    U niversity of Maine College of Education and Human Development has approximately 900 undergraduate students and 1200 graduate students in Masters, Certificate of Advanced Study and Doctoral programs. The College has worked collaboratively with area schools and with teachers and administrators across the state since teachers and administrators have been prepared at the University in 1899.     A Collaborative K-12/University Project
    I. Proposal Summary
    The purpose of this project is to develop and nurture the collaborative Maine Starlogo Community, including the development of an internet World Wide Web site, a series of full day workshop/seminar sessions, and site visits to K-12 schools throughout the state. Full internet access is quickly becoming the norm throughout Maine's K-12 schools, and collaborative "community web sites" such as this are needed to properly make use of this technology. Starlogo is a flexible and highly visual modeling environment designed to explore emergent system behavior at the K-12 level. The language was developed by the MIT Media Lab Epistomology and Learning Group, and has been used in the UMaine CS Department and the K-12 community for a variety of teaching and research purposes over the past 4 years. The web site will contain a variety of Starlogo models, curriculum support material, and "networking" support for the participating teachers. In addition the site will include Starlogo tutorial information and technical support, information about participating K-12 schools, and connections between teacher and student modeling projects, Three workshop/seminar activities are planned during the year (September/February/June) and will consist of Starlogo and related tutorials by UMaine faculty and 20-30 participating teachers. In addition, the UMaine group will again present a Starlogo tutorial for 20 teachers at the Maine State K-12 Teachers PRISM conference, and a number of middle school/high school full day site visits are planned throughout the year in order to work with teachers and students.
