New Wave of Graduate Students to Enrich K-12 Classrooms
A second wave of partnerships between universities and local K-12 school districts will form as graduate and advanced undergraduate students enter the classroom to teach their younger peers. The National Science Foundation (NSF) has awarded $30 million in 25 new grants under an innovative educational program enabling approximately 300 talented graduate and advanced undergraduate students in science, mathematics, engineering and technology to serve as teaching fellows in K-12 schools. The grants, from NSF's Graduate Teaching Fellows in K-12 Education (GK-12) program, will go to institutions in 19 states from Maine to California, as well as Puerto Rico. "Researchers need to bring their expertise and enthusiasm out of the laboratory and into the classroom," says Rita Colwell, NSF director. "The GK-12 program creates partnerships across the academic community that benefit research and education at every level."

Henrico County (Virginia) Public Schools
Henrico’s is one of several, large-scale wireless education programs that have served as inspiration for Learning Without Limits. In spring 2001, every high school teacher in the Henrico County Public Schools received an Apple iBook laptop, with 12,000 high schools students receiving one by the start of school in the fall. Henrico projects that 11,000 more iBooks will be delivered to middle school students by the fall of 2002. Maine Learning Technology Endowment
The state of Maine funded this portable, wireless learning technology program for all seventh and eighth grade students and teachers — 33,000 students and 3,000 teachers. The Maine Program started in 2002 with nine demonstration/exploration schools. The program will be deployed for all Maine seventh grade classrooms by the start of the 2002-03 school year, with eighth grade classrooms to follow for 2003-04.

Community-Minded President to Speak at Commencement
"A modern university should be of its community, not just in its commmunity." Richard L. Pattenaude
Traveling from Maine to speak at SJSU's commencement ceremonies on Saturday, May 25, is Richard L. Pattenaude, president of the University of Southern Maine. More than 20,000 degree candidates, faculty, staff, administrators, family members and friends of the graduates are expected to attend the ceremonies beginning at 9:30 a.m. in Spartan Stadium.
After his appointment as president of USM in 1991, one of Richard Pattenaude's top priorities was to ensure that the university made a difference in the communities it serves. He is a firm believer that "a modern university should be of its community, not just in its community.' In 1993, only two years after his arrival, the university received an award from the Chamber of Commerce of the Greater Portland region recognizing USMs contributions under Pattenaude's leadership by naming the university as recipient of the Robert R. Masterton Award for enhancing the region's economic climate.

How Will Maine Benefit from Public Charter Schools?
1. Charter Schools will help the state meet its goal of educating all children. Decades of research and experience show that children vary in how and when they learn. Varied approaches are difficult to develop within typical district public schools, given their heavy overlay of rules, regulations, and traditions. Public charter schools offer teachers and communities the opportunity to try different approaches based on choice by those involved. Making choices is a fundamental step for parents, and increases their involvement in their children’s education, one of the most important factors contributing to each child’s success in school. 2. They will help improve academic achievement. In its 2002 survey of Maine businesses, the Maine Development Foundation found that only 18% of over 660 businesses rated Maine’s public high schools very good to excellent, 41% rated them good, and 37% rated them fair to poor. Asked whether the business had to provide basic education to entry level employees, 41% did so sometimes or frequently for math, 42% for spelling, 32% for reading, 68% for computer skills, and 75% for people skills. Public charter schools encourage new approaches to improving academic achievement. Academic goals are included in each charter school’s contract to operate, and the school can be closed by its chartering authority if those goals are not met within specified periods of time. Further, allowing parents choice among different kinds of public schools creates incentives for all public schools to improve their academic and other programs to attract students.

What Is NTTI?
Overview The National Teacher Training Institute (NTTI) is one of the tools that Maine PBS gives teachers to effectively incorporate technology into their teaching. NTTI is an intensive, daylong training for Maine K-12 educators. The Institute presents teacher-designed lesson plans that are created using national educational standards and the Maine Learning Results standards. The training includes several breakout sessions that cover how to enhance interdisciplinary lessons by using video and the Internet. The NTTI conference highlights new technologies that many schools are using to help students learn in innovative ways. Maine PBS offers programs and web sites that augment classroom activities, and many of those programs are used in the lessons presented at this NTTI. During the Institute, participants will have the opportunity to talk to the NTTI Master teachers about using video and the Internet in the classroom. Educators will leave with new lesson plans, new skills and lots of new ideas on how to use technology in the classroom. America's schools are on a critical path to integrate technologies into classroom instruction and curricula as quickly as possible. States, districts, and individual schools are increasingly making media and technology in the classroom a priority. Though more and more technologies are finally making their way into schools, few teachers have received the training needed to successfully integrate these resources into their instruction methods. In the scramble to capitalize upon the educational power of media and technology, teachers have too often been left out of the mix.

December 2002 This is the third of a four-part series on economic development in Maine. This work was funded by the U.S. Economic Development Administration. Helpful research assistance was provided by Ewa Kleczyk. Executive Summary Almost two-thirds of income in Maine is from labor earnings. Thus, workforce development is crucial for economic prosperity in the state. This study examines what we believe to be the crucial issue for workforce development in Maine, namely, higher education. The intent of this report is to provide some factual context that will be useful for policy analysis for the State. These are our main findings.
  • As in the rest of the country, investment in education pays off in Maine. This is true for individuals on average, as well as for the state as a whole. Maine is well behind New England and the rest of country in college attainment. This is probably the primary reason why the state is behind New England and the rest of the country in terms of economic prosperity.
