    CAMPAIGN FOR UNIVERSAL HEALTH CARE SCORES TREMENDOUS
    VICTORY ON PORTLAND REFERENDUM QUESTION
    GRASSROOTS ORGANIZING OVERCOMES CORPORATE MONEY
    Members of the Campaign for Universal Health Care, the coalition that backed the victorious Portland referendum question for universal health care, celebrated a tremendous grassroots victory over the unprecedented spending by Anthem Blue Cross/Blue Shield in a municipal referendum campaign. Unofficial results had the referendum backers garnering 6,979 votes, nearly 52%, to 6,447 for the no side.
    Anthem Blue Cross/Blue Shield was attempting to use what normally would be a low-key non-binding referendum question and turn it into a statewide referendum on universal single payer health care. The citizens overcame corporate intimidation as Portland voters saw through Anthems distortions and rejected their scare campaign. We think state legislators will do the same, declared campaign co-manager Tammy Greaton who is also co-director of the Maine Peoples Alliance, a leader of the successful effort this past June to enact state legislation to create a single payer system. Greaton estimated her side spent about $25,000 to win.

    Command Sergeant Major John J. Leonard, Jr. is the sixth Senior Enlisted Advisor assigned to the Office of the Assistant Secretary of Defense for Reserve Affairs. He is responsible for advising the Assistant Secretary and staff on enlisted affairs of the 1.4 million soldiers of the Reserve which includes the Army, Navy, Air Force, Marines, Coast Guard, and the Army and Air National Guard. Command Sergeant Major Leonard also serves as Chairman of the Department of Defense Reserve Forces Senior Enlisted Advisory Council.     George Flanders was a member of the class of 1952. He remembers the McCarthy hearings and the notorious "blacklists" that were generated. Flanders, who has served several stints on the Wiscasset School Committee since his graduation, took aim at a tactic he described as "blackmail" by the federal government at Monday night's monthly meeting. It was a letter from Secretary of Defense Donald Rumsfeld and Secretary of Education Rod Paige calling for schools to give the military access to student records that prompted calls of foul from Flanders and others at the meeting. Although the letter said "Congress recently passed legislation that requires high schools to provide to military recruiters, upon request, access to secondary school students and directory information on those students," other information included with the letter said parents can "opt out" of providing such information. "They buried it," said Superintendent of Schools Alan Hawkins, referring to a question and answer sheet which said any school that receives money from the federal government under ESEA (Elementary and Secondary Education Act of 1965) "must comply with a request by a military recruiter... unless a parent has opted out' of providing such information."

    About the Foundation Annual Fund Athletic and Scholarship Programs ... Ways to Give Scholarships A principal function of the Foundation is the administration of a scholastic program through which the Foundation provides one year of post-high school education in certain high-quality schools and junior colleges to a limited number of strongly motivated and carefully selected young men and women who may need further academic preparation to assist them in qualifying for entrance into the Naval Academy. This program is supported and encouraged by the Superintendent of the Naval Academy and is approved by the National Collegiate Athletic Association. Since 1944, the Foundation has assisted many fine candidates (over 2,500) with good leadership, scholastic, and athletic potential, who have evidenced a genuine interest in attending the Naval Academy, to prepare for service in the Navy or Marine Corps.

    'No Child Left Behind' Act's Military Recruitment Provision Violates the Rights of Students, Parents, and Schools;
    Citing invasion of privacy and wartime targeting of children, Greens urge Congress to repeal the provision; Idaho Greens make a legal 'opt-out' form available; students organize a March 5 'Books Not Bombs' strike for peace.
    WASHINGTON - March 4 - Greens today urged Congress to repeal the provision of the 'No Child Left Behind' Act that requires the 22,000 high schools receiving federal funding to turn over the names, phone numbers, and addresses of all students to military recruiters. The act authorizes recruiters to make unsolicited calls, send direct-mail recruitment literature, and visit students' homes without the consent or knowledge of their parents. "This so-called education reform bill is really about leaving no child behind when we send our troops to invade another country," said Pete Looker, a Green activist in Saratoga Springs, New York, whose daughter attends high school. "Parents are aghast to learn that schools are sending their children's contact information to military recruiters. It's an invasion of students' right to privacy, it interferes with parents' right to guide their children in career choices, and it undermines local community control ofschools. Some schools have recognized this, and their refusal to participate is entirely justified."
