Maine Learning Results, 1994-97
In 1994, the 116th Maine legislature passed an act which made the State Board of Education responsible for setting goals for education. The State Board of Education established a committee to develop learning goals for K-12 Maine students. The learning goals, the Learning Results, were put into law in the spring of 1997.
Pilot Models for Performance-Based Assessment of Teachers, 1993
The State Board of Education and the Commissioner of Education recognized that if K-12 students were to achieve the Learning Results outlined in the new legislation, new teachers would also need to be prepared differently. In 1993 the State Board of Education funded three pilot sites to develop models for performance-based assessment of teachers. The pilot projects were partnerships between three institutions of higher education and several school districts.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

September 17, 2002 The U.S. Department of Education recently granted the University of Maine Education and Human Development Department more than $1 million. The grant, which will be funded over a period of five years, will aid expansion of the Teacher Certification Program towards Aroostook and Washington counties. Dean Robert Cobb "This project is unique in Maine. It is designed to address some of the most pressing teacher shortage problems in a rigorous, but practical manner," Robert Cobb, dean of the College of Education and Human Development said. "[The faculty] started working with the Penobscot and Piscataquis county [school] superintendents about two and a half years ago, with about 25 schools in the region." UMaine also has started the process of expanding its services in the mid-coast region.

ORONO, Maine – A resourceful agreement between the University of Maine and Maine Maritime Academy is intended to expedite the initial certification process for a select group of aspiring educators and help address the severe shortage of mathematics and physical science teachers. The three-year pilot program, beginning this fall, opens access for MMA students to secondary science/mathematics education courses at UMaine. Under the agreement, the UMaine College of Education and Human Development will allocate at least three spaces per semester in its teacher-training sequence of courses for MMA students. Successful completion of the required educational methods and foundations courses, plus development of a professional portfolio will position the students to seek either conditional or provisional certification when they receive their baccalaureate degree from MMA.

    The plan includes 11 specific actions, including recruiting strategies to encourage individuals to enter the teaching profession, on-site presence of university faculty at public schools to assist with curriculum development, and regional professional development programs to help classroom teachers meet their certification requirements and enhance their professional credentials.
    Westphal made the announcement during a break in proceedings at the annual meeting of the Maine School Management Association, an organization of school superintendents and school board members which was gathered at the Augusta Civic Center.
    Some of the 11 action steps include:
    • regionally oriented professional development schools, utilizing faculty experts, existing facilities, and enhanced technology to help public schools with curriculum development.

    One facet of the Human Studies resource area is the innovative teacher certification program. Through courses, practicums, independent studies, and a range of teaching experiences, interested COA students gain an understanding of educational theory and practice. COA's excellent working partnership with the local public schools - one of the strengths of the program - enables students to practice what they learn. College of the Atlantic is granted authority by the State of Maine to award teaching certification to its graduates successfully completing the program. This certification, which is reciprocal in most states, qualifies graduates for classroom teaching in grades K-8 and for the sciences and social studies at the secondary level. Students electing to pursue teaching certification must take an additional three credits beyond the COA graduation requirements. In reviewing the program, which emphasizes equally a broad-based liberal education and an understanding of educational theory and practice, the State Board of Education site-visiting team states: "As a Board and as policy makers we have often talked about excellence...At College of the Atlantic we experienced excellence in education."

    a division of Home School Legal Defense Association December 17, 1999 The National Board for Professional Teaching Standards: National Teacher Certification in the Works By Caleb Kershner Teachers unions are the most powerful and influential lobbying group in 43 of the 50 states. Home schoolers present a major threat to these unions because children leaving public schools decrease the schools budget which means less money to pay and hire teachers. Consequently, teachers unions actively target home schoolers. Just this year, the National Education Association (NEA) passed a resolution calling for mandated teacher certification for home school parents. In a recent study conducted by the Thomas B. Fordham Foundation, Danielle Dunn Wilcox explores the NBPTS. The following is a summary of this study. The NBPTS began in 1987 as a private organization with the purpose of certifying master teachers in various subject areas for different age levels. The Board consists of 63 members. Key provisions of its bylaws require that a majority of the board be active teachers. Fourteen board members must be NEA/AFT leaders.
