  • (May 2, 2002) The University of Southern Maine’s Extended Teacher Education Program (ETEP) is an alternative route for aspiring teachers with Bachelor’s degrees, emphasizing experience over theory. The Program is modeled after medical internships and requires students to serve as classroom interns during the day while completing the requirements for six courses at night over two semesters. A rather costly affair, according to Chester Finn, Jr. of the Thomas B. Fordham Foundation, given that the internships are unpaid. To their credit, they are exploring paid options—but do they really need six education courses?

Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.
A copy, including any translation key, of a valid teaching support administrative , or vocational certificate from the member state is required. NOTE: This certificate must be a Level II certificate as defined in the Interstate Contract. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. In comparison with the previous year's data, these percentages reflect slight increases (1.0% - 2.5%). 33% of all elementary schools (schools or portion of schools with instruction in any combination of K-8) and 100% of all secondary schools offered instruction in one or more foreign languages. French programs had the largest enrollment (37%), followed by Spanish (33%), Exploratory (21%), Latin (6%), German (2%) and other (1%). The data reflect all public and private schools. 9. B-8: Extended Teacher Education Program (ETEP)
History
ETEP has two distinct but related levels. The first level features an undergraduate degree, with a major in the arts and sciences, or an undergraduate degree with at least 60 credit hours in liberal arts courses. Eligible USM undergraduates may choose an 18-credit hour minor in educational studies. The second level offers a graduate program in education, which combines teacher certification with opportunities for continued studies culminating in a master’s degree. The initial phase of the graduate program, the internship year, includes the professional education coursework and field experiences needed to qualify prospective teachers for certification in the state of Maine. Upon successful completion of the internship year and meeting criteria for continued study, students have the option of completing a master’s of science in education degree.
The Internship Year
The internship phase of ETEP consists of 33 to 36 credits of graduate coursework. Applicants are accepted as interns at the elementary, middle or secondary levels. Middle and secondary level interns may teach English, foreign languages, mathematics, physical and/or life sciences, or social studies.

Page - Updated on March 14, 1998 Maine In an act passed in July a state Beginning Teacher Induction Program (BTIP) was provided to support other state legislation on changes in teacher certification. Beginning Teacher's receive a two year provisional certificate and must participate in the local district's Beginning Teacher Induction Program Induction Program. The BTIP provides new teacher support through a "support team" which works with the new teacher to develop a Teacher Action Plan and to provide professional development to support the implementation of the plan. At the end of the two year probationary time, this team must also evaluate the new teacher to decide whether to recommend the teacher for upgrading to the "Professional Certificate". How the beginning teacher as actually evaluated is not defined by the state, but rather is a decision of each district. In the BTIP was still in operation but requirements had been relaxed concerning the mandated use of a support team. Now use of an individual mentor teacher alone was deemed sufficient and was allowed as an option for local districts to consider.
