Pemmican Publications Inc. is a Metis Cultural and Educational Publishing House established in 1980 by the Manitoba Metis Federation Inc. as a creative and vocational outlet for the Metis people of Manitoba. Pemmican is the only Metis book Publishing House in Canada. Pemmican promotes Metis Culture and History through it's publications, many of which depict traditional lifestyle, the art of oral storytelling, living in harmony with nature and the environment, and the rich and living heritage of the Metis and the Province of Manitoba. Separately, Microsoft Canada will donate software with a retail value of $312,228 to all libraries receiving foundation grants.
"On behalf of the people of Manitoba, I thank Bill and Melinda Gates for their donation," McGifford said. "The Manitoba government is committed to increasing educational opportunities for families and to ensuring that neighbourhoods have safe places for children to play and learn. This grant will allow libraries to provide increased Internet service to Manitobans who may not have any other point of access."
The grant will aid 46 Manitoba libraries by providing 128 Internet pre-loaded workstations, Internet installation, a regional training computer lab and a portable computer lab for training in rural areas. Manitoba libraries eligible for Foundation grants were those that serve communities where 17.6 percent or more of the population live in poverty. Figures were determined by the Poverty Profile 1996 report issued by Canada's National Council of Welfare.
"As the primary Internet access point in many communities, public libraries play a critical role in educating Manitobans of all ages and income levels," Minister McGifford said. "This gift, combined with the province's ongoing support to libraries, will give more Manitobans the tools they need to gain knowledge and employment in the growing information economy."

    Manitoba Natural Resources Follows Ombudsman's Office Recommendations
    Winnipeg - The Manitoba Ombudsman's Office has completed an investigation into the destruction of audio tape recordings of presentations made during public meetings held by the 1997 Manitoba Water Commission, a commission of Manitoba Natural Resources. Barry Tuckett, the Manitoba Ombudsman, found that this was an unauthorized destruction of records that contravened The Legislative Library Act . This Act sets out a procedure for authorizing the retention and destruction of records of government departments and agencies. The investigation was launched on the Ombudsman's own initiative after an applicant under The Freedom of Information and Protection of Privacy was informed that there were no transcripts and that the tapes had been destroyed. The investigation confirmed that the tapes had been destroyed.
    The Ombudsman made three recommendations to Manitoba Natural Resources in his report dated June 11, 1999:

    Carson's interests and talents in management drew him to public service very early in his working life. After graduating with an Arts Degree from the University of Manitoba in 1971 he began a long and distinguished career with the Manitoba Government. His first years were spent in the departments of Executive Council (Management Committee of Cabinet), Northern Affairs (Canada/Manitoba Northlands Agreement) and Cultural Affairs and Historical Resources discovering the intricacies of managing people and business within the structure of a large bureaucracy. He developed a management style of encouraging and empowering people to live up to their potential, which he believes is the most effective way to work successfully in any institution. By 1983 Carson was promoted to Assistant Deputy Minister of Culture, Heritage and Recreation and 5 years later he was named Deputy Minister of Culture, Heritage and Citizenship. The position enhanced Carson's strong commitment to his home province and the potential of its multicultural heritage. His interest in the positive benefits of recreation brought him to gather research demonstrating the connection between well-being and population health.
