    Gary L. Fitzpatrick is the Cartographic Specialist for Digital Programs in the Geography and Map Division at the Library of Congress, where has worked for 32 years. He was the principal contributor to the Division's bibliography, Fire Insurance in the Library of Congress, has been the curator of numerous exhibits for the Library, and is the author of the The Early Mapping of Hawaii and coauthor of Surveying the Mahele: Mapping Hawaii's Land Revolution. The Geography and Map Division has three major initiatives in the area of digital geography: scanning of historical maps and delivery on the Library's web page; collecting of digital geography files and software; and staffing up for delivery of GIS services to Congress. Information on these three major activities and other minor initiatives will be described.

    Karl Kim is the Interim Vice Chancellor for Academic Affairs and Professor of Urban and Regional Planning at the University of Hawaii at Manoa. At UHM, he has directed the Resource Management Certificate program and has overseen the implementation of an advanced geographic information systems laboratory and training facility. Karl is a nationally recognized expert in transportation and traffic safety and serves on the editorial board of Accident Analysis and Prevention. He has been appointed or elected to several national committees and boards in this field. He holds an A.B. in demography from Brown University and a Ph.D. in urban studies and planning from the Massachusetts Institute of Technology.

    Map libraries
    What is a map library
    A map library organises geographic data by partitioning it in parts of a manageable size called 'tiles'. It is however possible to access all data in the library as a seamless coverage: the user does not have to know how and where the different data partitions are stored physically. The GISCO site uses the LIBRARIAN tool of ArcInfo to create and handle its map libraries. LIBRARIAN partitions the geographic data in two ways: by tile and by layer . ArcInfo defines it as follows:
    • a tile is the contiguous area covered by a single partition. Tiles can be uniform in size and shape (e.g. rectangles) or irregular (e.g. political boundaries). Each tiles is physically represented by a separate ArcInfo workspace containing data only for its specific areal extent.
    • a layer is defined as a coverage or a theme for the data set. A layer is comprised of one feature type, uniformly defined over the entire library. Examples of layers are: road network, commune boundaries, landcover. Multiple layers within a tile boundary are spatially coincident.
    Why use a map library
    There are several reasons to organise data in a map library: A map library makes it possible to handle large volumes of spatial data. The LIBRARIAN software will control for consistency by checking for tile and layer definitions. Moreover, data query and display of small parts of the data set will be much quicker, since the geographic data are indexed.

    The purpose of this article is to share with the reader some miscellaneous information about Sanborn Company fire insurance maps which I have accumulated over the years, and which might be useful in interpreting the scope and content of these cartographic treasures. This information is certainly not unique, and in many cases represents my own personal conclusions. Thematic maps produced for fire insurance rating purposes contained a wealth of detail associated with their original intended use: to assign a premium for the policy commensurate with perceived risk. The risk assessment was a judgement call on the part of the policy writer, based on information presented in the "report," which consisted of detailed urban plan and a short narrative description of water supply, prevailing winds, and fire-fighting facilities. In the United States, the Sanborn Company map dominated the industry which produced these "reports" to the point where "Sanborn" and "fire insurance map" became synonymous. Before the turn of the century travel was time-consuming, and agents in one town either had to travel to another town to inspect the property, or were obliged to base the premium on whatever information they were provided by the property owner. Agents in possession of fire insurance reports, however, rarely needed to personally inspect the property, because the maps provided sufficient information, presented in a uniform manner, to assess risk.
