VOGEL Times-News Staff Writer CUMBERLAND Tyler Wallace went bowling for the first time on Sunday during the first ever Best Buddies Bowl-A-Thon at White Oaks Lanes. "I'm having a lot of fun," said the energetic 13-year-old. "It's pretty good." Wallace is a member of the Best Buddies program, a nonprofit organization that exists to help children with disabilities learn to socialize with other children who aren't disabled. Wallace has a form of autism, but it isn't apparent by looking at him. He has been in special education classes since he was 3 years old and his mother, Kathy, is glad that he has chances like this to be around children of all types. "This is a wonderful opportunity for these children," she said, looking around the bowling alley at the children from local schools interacting with Special Education students. "And not just for my son, but for all of them. The most inclusive society is also the most progressive, yet we still tend to shy away from those who are different from us. All it takes is familiarity and you can't have that without contact." Best Buddies was founded as a spin-off of the Special Olympics and has been in the state of Maryland for seven years. Kate Nohe, state director of the organization, would like to see the Baltimore-based organization open a branch office in Western Maryland by springtime.

News Articles Press Center Articles Special Education Is Priority~~ Conference Addresses the Need By Jennifer L. Henderson The University of Maryland School of Law’s Law and Health Care Program recently hosted the symposium Children with Special Needs - The Intersection of Health Care, Education and the Law on May 17 at the School of Nursing’s campus in Baltimore. The timing of the conference could not have been more appropriate with the May 18 Baltimore Sun editorial, reporting that Maryland’s base special education grant to each subdivision has been the same since 1981. And the state’s overall contribution to special education to local public schools has not changed in 10 years. This poor funding is not for the lack of lobbying by special education advocates. The Baltimore Sun reports that a state panel on education needs, known as the Thorton Commission, sought $64 million dollars more this year for special education. The funding was denied. It is with this frustrating roadblock that many educators, attorneys, parents, and health care providers gathered to examine the relationships between the disciplines in treating and educating children with special needs and attempting to answer questions facing families and professionals involved in their care. This intricate triad in the disciplines first begins with the parents who are the first to navigate this system. Fittingly, conference coordinators chose to open the conference with the real trailblazers - the parents. Serving as keynote speakers on the topic

Site map Commissions and Boards Commissions and Boards Home A r c h i v e d I n f o r m a t i o n Nancy Grasmick, Maryland state superintendent of schools, has spent much of her career focused on the needs of all children and their families, especially those with disabilities. She is nationally respected for her thoughtful and systematic leadership approach to the building of consensus among parents and educators on issues and programs for special education. These collaborations have led to an innovative model of funding and accountability for special education in Maryland that is systematically integrated with the state accountability system. After experiencing a temporary hearing loss as a child, Grasmick became committed to improving education for children with disabilities. Upon receiving her bachelor of science from Towson University, she taught young children with disabilities in a Baltimore City elementary school. She pursued her interest in deaf education by receiving a master of science from Gallaudet University. Later she taught children with emotional disabilities and language disorders. She was the supervisor of special education for the Baltimore County Public Schools for six years, a principal of the Chatsworth School for students with severe emotional disabilities for four years, and an assistant and then associate superintendent for the Baltimore County Public Schools for 11 years. Grasmick received her doctorate in communicative sciences with a focus on speech and language disorders from Johns Hopkins University.

FACTS State of special education programs in Baltimore City: 18% of Baltimore City students are enrolled in special education programs. 32% of special education students graduate. Current inclusion policy will: Raise graduation rate to 41.6%. Integrate 58% of special education students into regular classrooms. Will not disrupt the education of more than 2% of special education students. After spending 16 years in court, the lawsuit brought against Baltimore City Public Schools by lawyers representing a group of its special education students has been resolved. In conjunction with a panel of education experts, a set of standards has been developed that the public school system must live up to in the space of three years. Among the requirements that the school system agreed to is that the graduation rate of special education students must be raised to 41.6 percent, enrollment in vocational classes must increase, and the current inclusion policy must be augmented so that 58 percent of special education students are integrated into regular classrooms. The school system must also prove that the implementation of these plans does not disrupt the education of more than 2 percent of its special education students. "We've been pushing and pulling and prodding through the federal courts to get the school system to do the basics required by the law," Steve Ney, an attorney from the Maryland Disabled Law Center said.
