FOR RELEASE:

$7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
  • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

TITLE 13B MARYLAND HIGHER EDUCATION COMMISSION Subtitle 02 ACADEMIC REGULATIONS Subtitle 06 GENERAL EDUCATION AND TRANSFER Authority: Education Article, 11-201-206 Annotated Code of Maryland
Students transferring from one Maryland public college to another will have built-in guarantees for their general education course work beginning Fall 1996. This new policy is designed to ensure that all of Maryland's two- and four-year public colleges and universities will have General Education Programs that comply with the format listed below. A course completed as part of a General Education Program at any of these institutions will be accepted at any other public institution, without question, for general education. These standards will allow courses defined as general education by the sending institutions to transfer as general education even when the receiving institution does not teach that specific course or have that course designated as general education. Students who do not complete the General Education Program before transferring will receive credit for that part of the Program which was fulfilled at the sending institution(s). An intention of the new General Education statewide policy is to ensure that students are not required to duplicate course work unnecessarily. All courses taken in fulfillment of general education requirements will be designated as such by the sending college on or with the students' transcripts in order to facilitate evaluation at the transfer institution.

The General Education Program
In the belief that all students who earn a degree from Montgomery College should exhibit both breadth and depth of knowledge, the College requires a General Education component in all degree programs. This program, originally introduced in 1986, was revised in 1994. It was revised again in 1996 to conform with the new MHEC Academic Regulations on General Education and Transfer. These statewide regulations guarantee that students completing Montgomery College's General Education program will receive credit for lower level general education courses at any public institution in the state. The goal of the revised General Education program is to provide to all students, in both career and transfer curricula, a common, broad-based, well-rounded educational experience. The General Education program directs students to courses in English composition, mathematics, speech, health, arts, humanities, social and behavioral sciences, and natural sciences. Such courses continue the process, begun earlier in students' lives, of exposing them to the human, cultural, and natural world that surrounds us all. The General Education program, in addition to specific course content, seeks to develop critical literacy; respect for others; creative expression; effective communication, both written and oral; and respect for the intellectual community tempered with skepticism about unchallenged "truths."
