... Book Order Information About the Hagerstown Center The Frostburg State University Center at Hagerstown, which opened in August 1988 with 114 students, has grown steadily to an enrollment of 416. As of Spring 2002, the Center enrolled 304 students in graduate programs and 112 students in undergraduate programs. In addition, the UMAB Master of Social Work Program enrolled 15 students, the University of Maryland Nursing Program enrolled 25 students, and the Criminal Justice Program, offered collaboratively with the University of Baltimore and Hagerstown Community College, enrolled five students. The Center currently offers approximately 60 courses each semester, with a faculty component comprised of approximately one-third based full time in Hagerstown, one-third local part-time adjuncts, and one-third "commuters" based full-time in Frostburg. Each semester several courses are taught using a fiber optic interactive video system. These courses generally originate at the main campus.

PROGRAM
Introduction
The Department of Human Development/Institute for Child Study offers graduate programs leading to the Master of Education, Master of Arts, Doctor of Philosophy, and Doctor of Education degrees. The research oriented M.A. (with thesis) and the Ph.D. degree programs in human development are designed to develop competencies in the scientific knowledge of human development through theory and research. The practice oriented M.Ed., M.A. without thesis, and Ed.D. programs are designed to develop competencies in identifying implications of the scientific knowledge of human development for specific situations and contexts through training in design, management, delivery and evaluation of human services programs. The purpose of the Department of Human Development/Institute for Child Study and of its graduate programs is to contribute to basic knowledge, to the synthesis of knowledge, and to the integration of knowledge in research, practice, and policy in the multi-disciplinary field of human development. The program includes sub-specializations in educational psychology and developmental science , as well as a concentration option in early childhood . Faculty in the Department have varied interests and areas of expertise in fields concerned with all aspects of human development. Graduate programs in the Department of Human Development provide the scientific knowledge of human growth and development that prepares graduates for positions such as faculty in institutions of higher education (including universities, community colleges, and specialty schools (e.g., nursing), human service specialists in government and community agencies, educational psychologists serving in schools and educational settings, and research oriented professionals in private, policy, or advocacy organizations.

The Maryland Higher Education Commission is given the authority by law to create advisory councils to address specific needs. The Student Transfer Advisory Council was created by the Commission to review transfer issues and recommend policy changes as needed. The Council reports annually to the Secretary on the status of transfer and articulation in Maryland.
Membership includes thirteen members representing all segments of postsecondary education, the Faculty Advisory Council, and the Maryland State Department of Education. Ex-officio members include the Director of Articulation for the University System of Maryland and the Secretary of Higher Education or the Secretary's designated representative, who serves as Chair of the Council.

Overview
The Academy for Educational Development (AED) , in partnership with the National Association of State Directors of Special Education (NASDSE) , and the RMC Research Corporation have joined together to examine systemic educational reform and its effect on special education in two schools in Maryland and Massachusetts. Recent federal education law calls for systemic reform efforts across general and special education and the unification of general and special education systems.
This three year descriptive study of the alignment of special education and general education reforms in CSRD-funded Title I Schoolwide Programs in Maryland and Massachusetts will increase the knowledge and understanding of reform in general.
The Research
  • At the national level, the study will analyze questionnaires of all State Directors of Special Education, Coordinators of State Improvement Grants, and State CSRD Coordinators. The project will identify how selected CSRD model developers are including students with disabilities and their families and special education in their reform efforts.
  • At the state level, the project will work with Maryland and Massachusetts and conduct in-depth case studies on how reforms in State Improvement Grants, Special Education, and CSRD, are aligned with the state's general reform efforts.

Free Tuition for Senior Citizens and Disabled Retirees
If you are a Maryland resident, 60 years of age or older or retired and disabled as defined by the Social Security or Railroad Retirement Act, you need not pay the course tuition for most courses, if the course has sufficient enrollment to be conducted.
