What is Deafblindness? What is Connections
Connections is a partnership between the Maryland State Department of Education and the University of Maryland at College Park . This project supports children in the environments where they live and go to school by providing resources, training and technical assistance.
Whom does Connections Serve?
Connections serves children and youth frequently referred to as deafblind. This means individuals having vision and hearing impairments, the combination of which causes such severe communication and other developmental and educational problems that they cannot be accomodated in special education programs solely for children with deafness or children with blindness. The term "deafblind" is somewhat misleading. Some children who cannot be evaluated with formal vision and hearing tests, but function as if they have both vision and hearing losses, are also eligible for services.

Achieve, the Education Trust, the Fordham Foundation, and the National Alliance of Business have joined forces to establish ADP to help states strengthen their ongoing standards-based reform efforts and analyze whether they have set the bar for high school graduation requirements in reading, writing and mathematics in the right place. The partners believe that an American high school diploma should, at the very least, represent a "greatest common factor" of basic literacy and numeracy, a level that will guarantee all graduates a range of choices beyond secondary school. Five states, Indiana, Kentucky, Massachusetts, Nevada, and Texas, are partners in this project.

Purpose
The Maryland Developmental Disabilities Council is pleased to introduce the start of a new 3 year Council initiative the Special Education Leadership Project. The purpose of this in-house initiative is to mobilize parents and students so that they can maximize their participation in and impact on the design, funding, implementation and evaluation of special education services at the local level.
Background
Local level advocacy is qualitatively different from jurisdiction to jurisdiction, however in the last decade there has been an increase in the number of parent-led special education advisory committees (SEACs) in some areas of the State, ie. Baltimore County, Carroll County, Howard County, Montgomery County, Anne Arundel County, etc. This project will assist SEACs in leading change efforts within their local school system.
The Project will develop relationships with a number of local SEACs per year, plan and implement training opportunities, coordinate regional roundtables, and provide ongoing information and technical assistance. In areas where no committee currently exists, the Project will work with established parent support and advocacy groups within the jurisdiction and local school systems to develop a special education advisory committee. The project will build on the strengths and accomplishments of strong SEACs by creating mechanisms through which SEACs can network and mentor each other. While many issues will be common to all school systems (i.e. accountability, state monitoring, etc), the project will assist existing and forming SEACs to develop their own desired outcomes.
