Philosophy of Family Preservation Programs

All programs have been developed and implemented, based on the following principals;
  • Child safety based,
  • Family focused,
  • Dedicated to work with families as partners,
  • Built on respect,
  • Designed to build on family strengths and unity within the context of their culture and community,
  • Dedicated to prevent, reduce or eliminate behaviors, environmental barriers, and community conditions, which may place a child, family or community at risk of further maltreatment or dysfunctional practices.
  • Primarily provided in the home or community,
  • Flexible, based on the changing needs of families and children at various times in their lives,
  • Timely, and
  • Designed to achieve measurable outcomes, such as reducing the overall numbers of children entering foster care.

Search Counseling Resources Below, please find programs related to or that address Counseling issues Children's Abuse Treatment Services (CATS ) This program provides treatment to children who have experienced emotional, physical or sexual abuse. Therapists and case managers help families alleviate barriers to treatment, as well as provide advocacy and support services in home, school and community environments. Services are also provided to juvenile sexoffenders from ages 8 to 18. Domestic Violence - Children Children who live in homes troubled by violence are at a higher risk for physical, mental or emotional abuse and the scars from it, which last a lifetime. Counseling is available to children at our offices or at the child’s school. Domestic Violence Programs This family of programs provides counseling, case management, shelter, legal representation for civil protection orders and a 24-hour hotline for victims and their children. Court-ordered and voluntary abuser intervention programs are also provided.

Casey Family Services For over 25 years, Casey Family Services has assisted vulnerable children and families. Today, programs operate throughout New England and in Baltimore, Maryland. Casey Family Services is a fully licensed and accredited non-profit child welfare agency providing a broad range of programs to meet the changing needs of vulnerable children and families. Founded in 1976 solely as a source for long-term foster care, Casey Family Services today offers foster care for children, as well as post-adoption, preservation and reunification services for families. In addition, Casey has established a number of specialized and innovative community-based programs to help strengthen families and enable parents to provide the healthy, nurturing environments their children need to grow and thrive. Description: This is a statewide process study to examine and document front-line assessment and allocation practices under TANF in the state's 24 local jurisdictions. The objective of this analysis is to help clarity the relationship between agency factors and county-level characteristics by describing county-level variation in front-line procedures. Maryland's TANF program includes a required initial up-front client assessment and completion of a case-level Family Responsibility Plan. The State views this as a key component in its aim to transform eligibility workers to job developers and family counselors. An objective of the study is to determine to what extent the assessment processes enable workers to successfully triage clients and track them to what is likely to be an effective service.
Major Research Questions: (1) How much discretion is granted to county-level workers in assessing clients and directing them to services that are likely to address their need? How does worker discretion vary from one county to another? (2) How do county management differences influence assessment practices? (3) How do county fron-tline assessment practices and differences affect welfare service delivery? (4) Do assessment practices appear to be appropriate to clients' situations and clearly directed to desired TANF outcomes (e.g., successful employment placement before a time limit is reached) and other measures of family well-being?
